BIBB annual report for 2003

Documentation of the Federal Institute for Vocational Education and Training's activities, projects and the results of its work

How has Germany's Federal Institute for Vocational Education and Training ("BIBB") distinguished itself as a centre of excellence for initial and continuing vocational training on the national and international stage? What was the focus of its work during the past fiscal year? What activities did the Institute pursue that directly helped improve the training situation of young people or contributed to the continuing vocational training of older employees? BIBB's 2003 annual report offers insights into the Institute's tasks and work during the past fiscal year, documents the results of its work and provides information about the Institute's involvement in government education programmes.

The topics covered by the report include:

  • Work on modernizing initial and continuing vocational training in Germany
    Example: Working together with labour and management, it was possible to launch seven new and 21 updated skilled occupations at the start of the new 2003/2004 training year. Two occupations that require qualification acquired in the course of further vocational training were also formalized. 
  • The Institute's research activities
    Examples of this work include research conducted as part of the early identification of skills trends, research into training behaviour, career development and opportunities for professional development, research in the area of continuing vocational training, vocational examinations and in the immediate province of vocational training practice - in other words, the possibilities for actually shaping and organizing the initial and continuing vocational training of younger and older individuals. BIBB conducted 25 research projects and 165 other projects in 2003.
  • Work in the area of pilot projects that test innovation in the vocational training field under practical conditions
    Among the activities in this category, BIBB oversaw a total of 62 pilot projects in 2003. Fifteen of these projects were launched in 2003. A total of nine pilot project working groups that were initiated and coordinated by BIBB advanced the transfer of the innovations tested in the course of the pilot projects.
  • Conducting programmes foreseen by vocational education and training policy and providing flanking scientific support for such programmes
    Examples of these activities include the Regio-Kompetenz-Ausbildung (regional skills training) programme which is part of the German government's 2003 training campaign; the Eastern States IT training network which was set up to increase the number of training places in the IT field; the STARegio programme to improve vocational training structures in selected regions; the InnoRegio programme that was designed to improve the employment situation and boost competitiveness; the Office for the Vocational Qualification of Immigrants Campaign ("IBQM") and the Good Practice Center - Assisting Disadvantages Persons in the Vocational Training System ("GPC").
  • Activities that internationalize initial and continuing vocational education and training
    These include work in the area of international comparative research, international collaboration, research on "educational borrowing" and "educational lending", and advisory services (for Ethiopia, the Commonwealth of Independent States, Iran, South Korea, Oman, Romania, Serbia, Uzbekistan and others), collaborative activities with UNESCO and the International Centre for Technical and Vocational Education and Training (UNESCO-UNEVOC). The reports also covers the work of the National Agency Education for Europe which has its offices at BIBB, and the iMOVE (International Marketing of Vocational Education) office.

The report supplements this information with a list of BIBB publications - including multimedia materials - released in 2003 and an overview of the Institute's documentation systems. It also contains figures and information on finances and human resources development at the Institute. An index makes it easier to find specific topics quickly.
