Health and nursing care: Federal Institute for Vocational Education and Training (BIBB) develops a curriculum for modern, practice-oriented vocational education and training

The new Nursing Act has been in force since the start of 2004. Coming over a year after the reform of the Geriatric Nursing Act, it represents a further modernising step in the vocational education and training in this area of care. However, its stipulations regarding the contents of practical and school-based training do not go far enough for modern vocational education and training, the goal of which must be to pass on professional action competence in order to prepare young people for the reality of their future careers in an appropriate way. The Curriculum for Health and Nursing Care 01 , which was developed by the Federal Institute for Vocational Education and Training (BIBB) and has already been implemented by various training institutions in Germany, tackles this point by paving the way for modern and practice oriented training in health and nursing care. It relates the form and content of the training to daily work practice, at the same time integrating training for care workers so that a recognised vocational qualification can be obtained after one year 02  and additionally making possible common training for occupations in health and nursing care as well as in geriatric care.

Following the Curriculum for Geriatric Care 03, which was developed in 2002, the Federal Institute for Vocational Education and Training (BIBB) is thus putting forward a further training concept in the area of care, which, as was the case with the vocational education and training for geriatric care, is intended as a contribution towards the harmonisation of in-company and school-based vocational education and training.  It fulfils all the legal stipulations of the Nursing Act, at the same time integrating the most important standards of vocational education and training as laid down in the Vocational Training Act (BBiG).

The BIBB Curriculum for Vocational Education and Training in Health and Nursing Care

  • puts the new practical vocational education and training into concrete terms through clearly defined vocational qualification targets and professional action competence, integrating their content and time frames in accordance with the model of the framework plans for in-company vocational education and training in the dual system of vocational education and training. In this curriculum, practical vocational education and training is for the first time not described as the "work experience" element of a school-based training programme, but as an independent part of the training. This means that a fundamental change of orientation has been achieved in school-based vocational education and training. Training according to the BIBB curriculum no longer views the reality of "health care", the so-called "practice" as simply the application of school-based learning. "Practice" takes on its own and independent educational task - it should lead to skills!
  • is oriented towards key vocational skills and professional action competence in line with vocational requirements in the case of school-based training, following the pattern of the "learning field concept" laid down in the dual system of vocational education and training. The definition of learning fields enhances the "profile" of the occupation and allows the recognition of differences and similarities compared with other care professions;
  • increases the validity of the training through the stipulation of a training concept for school-based and practical training which is differentiated according to learning goals.
