STARegio enters its 3rd round: 16 new projects promote more vocational education and training
The third round of funding for the STARegio programme, dedicated to the "Improvement of the vocational education and training structures in selected regions" and launched in 2003 by the Federal Ministry for Education and Research (BMBF), is beginning - and the programme has expanded once again. Sixteen projects have been added to the programme, with the aim of promoting the creation of additional training places. The new projects that are about to start are concentrated in three areas: "industries and technologies of the future," "enterprises with owners of non-German origin," and "young people in need of special support and young peo-ple with immigrant backgrounds." The content and objectives of the projects were presented at the kick-off ceremony for the 3rd round of the STARegio programme on 10 March 2005, at the Gustav Stresemann Institute in Bonn. A total of 37 million euros are being made available to support the STARegio programme until 2007 - funds provided by the BMBF and co-financed by the European Social Fund. The programme is administered by the Federal Institute for Vocational Education and Training (BIBB).
The STARegio programme was established in response to the disproportionate deterioration of the training place situation in Germany's western states, so the states of former West Germany are the focus of its support efforts. The programme concentrates on regions that demon-strate a shortfall in the supply of training places but that also have potential for economic development. In particular, the programme funds projects that offer advisory services to enter-prises in the form of external education and training management activities or training coaching. It also funds projects that help organize and coordinate new training alliances or help existing alliances to expand, and projects that initiate and organize regional education and training networks.
Four examples of the 16 new initiatives and measures funded in STARegio's third round:
- "Netzwerk zur Organisation von Ausbildung (NOvA)"[Network for the Organisation of Education and Training] - A project of Bildungswerk der Hessischen Wirtschaft e.V. (BWHW)
The project aims at taking experiences gained in training place acquisition in the electrical and metal industries and applying them to the logistics/inventory, services, and manu-facturing sectors. The project will target enterprises that would like to provide vocational education and training but consider themselves unable to do so or are balking at adminis-trative burden involved. By providing external training management services, NovA will support such companies in their training-related tasks. The advisory services will also extend to vocational schools and those offering general education. - "STARegio Technologieregion Karlsruhe" [STARegio Karlsruhe Technology Region] - A project of the Christliches Jugenddorf Deutschlands e.V. (CJD)
With the project's campaign "Ausbildungspotential Zukunftstechnologien" [Training potential of the Technologies of the Future], the CJD hopes to instigate the creation of new training alliances as well as identify and foster additional training potential for incompany vocational education and training. The objective of the project is to acquire additional training places in the Karlsruhe Technology Region in the following areas: at the intersection of research and application in the IT sector, and in the fields of micro-system and nano-technology, robotics, and optoelectronics/sensor technology. - "Teilzeitausbildung für junge Mütter und Väter unter 25 Jahren" [Part-Time Training for Young Mothers and Fathers under 25] - a joint project of the Chamber of Crafts and Trades and the Chamber of Industry and Commerce of Lübeck
The project's objective is the initiation, integration, and long-term institutionalisation of innovative and viable models for providing part-time vocational education and training to young parents. It aims at encouraging companies to fully exploit the options of gender mainstreaming and open up the complete range of training options to both genders. At the same time, it hopes to motivate trainees to call for and take advantage of such offerings. - "TD-IHK Ausbildungsprojekt" [TD IHK Training Project] - A project of the Turkish-German Chamber of Industry and Commerce
The aim is to recruit Turkish companies and integrate them within the dual system of vocational education and training and thereby acquire additional training places for young German people as well as for young people from immigrant backgrounds. The project plans to develop, test, and apply a methodological approach for recruitment of companies and for guidance and monitoring of in-company training that will reflect the needs of enterprises owned by persons of Turkish origin.
