STARegio enters its 5th support phase!

New support focus: foundations and training

In its 5th round of project selection, the STARegio programme for "structural improvement in training in selected regions" 01, which was launched by the Federal Ministry of Education and Research in 2003, will take on the focus of  "foundations and training" in a targeted way, thus extending the programme still further. With this step, STARegio wishes to stimulate the establishment of foundations at a regional level, which can make a contribution to the im-provement of the training places situation, as well as encouraging existing foundations to de-vote their thoughts to the topic of vocational education and training in the process. The inten-tion is to enable "foundations and training" to be developed into an integral part of a regional approach to improving the training situation in Germany. In expanding its focus, STARegio is picking up on current developments in the field of foundations and wishes to strengthen the connection between foundation activities and vocational education and training in a targeted way.

In the programme implemented by the Federal Institute for Vocational Education and Training (BIBB), other areas being supported apart from the new field of "foundations and training" are:

  • Projects and initiatives offering solutions for the improvement of the training places situation in regions with a particularly unfavourable ratio of supply and demand of training places, more than 19 projects established here and launched in 2003/2004 having been able to recruit approaching 900 additional training places,

as well as projects in the following main areas of focus:

  • "future branches and future technologies": in the last two selection rounds, six projects from this area were chosen for support, which have the aim of creating 240 additional training places in innovative growth branches and future technologies such as biotechnol-ogy and nanotechnology or renewable energies.
  • "companies with owners of foreign origin": nine projects have been supported in this area thus far with the intention of gaining up to 700 additional training places in compa-nies with owners of foreign origin.

After the launch of the STARegio Programme in 2003, its success is clearly visible. A total of 74 projects are being supported via the programme in different regions, the targeted acquisi-tion and advice of companies making a contribution to raising the supply of in-company train-ing places. In addition to this, the creation of training networks with regional players means that the projects are contributing significantly to the coordination of the multifaceted training market measures at a local level.

The STARegio Programme represents an integral part of the Federal Government's training offensive. Around 37 million euro is available to finance the programme until 2007, provided by the Federal Ministry of Education and Research and co-financed with funds from the Eu-ropean Social Fund.

 Within the framework of the 5th support phase*
new applications can be submitted to the BIBB, closing date 29 September,
for the support of regional training initiatives.

The 15 new STARegio projects which it is planned will be launched can then also take the motto of the training offensive as the goal of their work:
Training now - success needs everyone!
