New training portal for electronic engineers and IT occupations facilitates professional action oriented vocational education and training

"Learning from customer orders" forms the main focus of training in the newly regulated electronic engineering and IT occupations. The practical implementation of this requirement is now being made easier by the trainings portal http://www.elkonet.de/, where, with immediate effect, ready developed training materials for the inter-company training of electronic engineers and information technologists are available, translating the professional action competence and customer order oriented approach required in the new training regulations into learning concepts in an exemplary way. The professional action oriented communication of knowledge via the ELKOnet training portal in the inter-company vocational training centre provides an ideal complement to incompany learning, which takes place on the basis of real customer orders, and teaching at vocational school, which focuses on learning fields. At the same time, this process also lays the foundation for the professional action and project oriented learning which also takes place in further training for master craftsman qualifications and in continuing training generally.

The training portal was developed by three inter-company training centres in the electronic engineering and information technology sector, the Stuttgart Electro Technology Centre, the National Technology Centre for Electronic and Information Technology in Oldenburg and the Education and Technology Centre for Electronic and Information Technology in Lauterbach. These three specialist training centres in crafts trades had previously worked independently of one another. In joining together to form the ELKOnet electronics skills network, however, the aim was to develop common standards for initial, further and continuing training in the electronic engineering and information technology sector and provide these as a training service for practitioners on ELKOnet platform.

In 2005, the Electronics Training and Technology Centre in Dresden, the electro technology training centre of the Hamburg State Guild of Electronic Engineering Craft Trades and the training centre of the Nuremberg-Fürth Electronic Engineering and Information Technology Guild joined the ELKOnet electronic network. This expands the available specialist knowledge as well as improving the use of network working.
 
The ELKOnet project formed part of the Federal Ministry of Education and Research (BMBF) support programme for the "further development of intercompany training centres into skills centres", which has been running since 2001, and was supported by the
BMBF, the Federal Ministry of Economics and Labour and the states of Baden-Württemberg,
Hessen and Lower Saxony. The aim of this support programme is to develop suitable intercompany training centres into modern training providers and also to use the funding to help the training centres with their personnel and material costs within the restructuring process.

The Federal Institute for Vocational Education and Training (BIBB), substantially involved in the development of the concept of the support programme and its implementation in the form of the ELKOnet plan, believes that the support concept has been realised in an ex-emplary way via this project:

The publicly funded support was used to

  • give an impetus to necessary restructuring in the inter-company training centres,
  • increase the quality and efficiency of training provision through cooperation and networks,
  • develop exemplary learning media and a learning platform which will, in future, be available to a wide range of users,
  • enable training practitioners to develop and offer exemplary solutions and concepts in response to the challenges of social and technological change.
