Assistance for disadvantaged youths in the vocational training system remains indispensable
- Special BIBB conference takes stock of assistance provided for disadvantaged youths and discusses prospects for the future -
Disadvantaged youths need additional support to improve their chances when making the transition from school to vocational training. The concepts and methods that the Federal Institute for Vocational Education and Training ("BIBB") tested and proved more than 25 years ago in pilot projects revolving around assistance for disadvantaged youths were incorporated in 1980 into a major education programme titled Fostering Vocational Training for Youths with Academic Deficiencies. Launched on 1 June 1980 by the former Federal Ministry of Education and Science, this programme laid the foundation for a range of regular offerings that are needed and being used more than ever before: Today, vocational training preparation, external training and (in the case of in-company training) flanking assistance support and guide disadvantaged youths on their road to learning an occupation.
Twenty-five years after the launch of this programme, experts from institutions in the political sector, the VET research field and day-to-day vocational training practice who were involved in the programme's development, implementation, updating and continuation will be meeting at the special conference 25 Years of Assistance for Disadvantaged Persons in the Vocational Training System - From Pilot Programme to Long-term Task which BIBB together with the Federal Ministry of Education and Research ("BMBF") and the University of Hanover will be holding in Bonn on 27 - 28 September. Here they will discuss the programme's "career", what it has accomplished to date and the need to continue developing and refining assistance for disadvantaged youths.
Given the difficult conditions on today's training place market, there will continue to be a large share of youths who need special assistance when making the transition from school to vocational training. The special BIBB conference will consequently examine current developments in the provision of assistance for disadvantaged youths and the paths that have been taken in this field in day-to-day practice.
The conference will include four workshops that will focus on:
- The necessity of linking vocational training preparation with vocational training (the Conceptual networking of instruments and systems for providing assistance workshop,
- The closer linking of external and in-company learning venues (the Assistance for disadvantaged youths - Focus on training offered by external providers in close cooperation with local enterprises workshop),
- The means available to general schools for improving the starting conditions for disadvantaged youths (the General schools and assistance for disadvantaged youths workshop),
- The role and self-perception of youth and community work in the provision of assistance for disadvantaged youths (the From 'social padagogics' to integration coaching? workshop).
