A European system to evaluate occupational ability - the key to learning and work in Europe
Intensive educational policy debate is currently taking place at a European level in an attempt to define common European reference levels for vocational qualifications and thus enable comparability to be increased. Practical implementation is taking place in the form of the development of a European Qualifications Framework. The core idea here is to place the emphasis on competences and qualifications individuals actually possess rather than focussing on formally acquired educational qualifications (as was previously the case). The reasoning behind this is that it is not possible to identify a common denominator for the wide variety of educational qualifications within EU states. The aim in future is for the decisive factor to be what someone can do rather than concentrating on where, how and for how long he or she has learned something. The main focus of the debate is on the competence-oriented description of qualifications and the possible standardisation and certification of individual competences.
The Federal Institute for Vocational Education and Training (BIBB) aims to make a contribution towards the further development of vocational education and training systems in Europe with the publication "Standardisierung und Zertifizierung beruflicher Qualifikationen in Europa" ("Standardisation and certification of vocational qualifications in Europe"). The introductory chapters deal with the development of a European Qualifications Framework (EQF), its firm establishment via national qualifications frameworks and the planned introduction of a European Credit Transfer System for Vocational Education and Training (ECVET).
The individual country studies presented by authors from national and international research and vocational education and training institutions provide a comprehensive overview of the ongoing debate and developments on standards and their certification in France, England, Spain, Hungary, Luxembourg and Scotland. A concluding article portrays certification and standardisation within the German system of vocational education and training in a critical light. The extent of the range of concepts and initiatives adopted by the individual countries in addressing the (vocational) education policy challenges of the future is readily apparent.
