BIBB President Manfred Kremer: "Strategic reorganization will increase the Institute's efficiency and innovativeness"

With immediate effect, the Federal Institute for Vocational Education and Training ("BIBB") in Bonn has a new organizational structure. BIBB has recast itself in response to current challenges in vocational training research and practice. "Our new form of organization, our concentration on key issues and core tasks and the introduction of modern quality development and management methods are all an expression of the Institute's strategic reorganization. The aim of these efforts is to increase our efficiency and innovativeness," said BIBB President Manfred Kremer. "By implementing this ambitious plan, BIBB will have a realistic chance of developing into a modern organization with the potential to serve as a model for public authorities."

Based on this new structure, the Federal Institute for Vocational Education and Training is now divided into five departments. Department 1 - Cross-cutting Tasks - Communication - International Vocational Education and Training - is in charge of all overriding issues involving the planning or coordination of BIBB's research programme, the strategic areas of communication and public relations work (press, marketing, internet), knowledge management and knowledge transfer, and international activities in the vocational education and training field (such as the European qualifications framework and credit transfer system).

The primary responsibility of Department 2 - Sociological Foundations of Vocational Education and Training - is to carry out research projects and research-related tasks. Department 2 will also produce current vocational training statistics and parts of the annual Vocational Training Report. It has also been placed in charge of a research data centre whose work will include processing and documenting existing BIBB data records and suitable secondary data to support internal and external researchers. 

Assistance for and Organization of Vocational Education and Training is the focus of Department 3. This includes the areas training and learning paths, assistance for target-group-specific vocational training, quality assurance and development, distance learning, development programmes, regional structure development and inter-company vocational training centres.

The primary task discharged by Department 4 - Regulation of Vocational Education and Training - is the development and updating of vocational training schemes. This encompasses both the development and updating of initial and continuing training regulations, the development of instruction and learning materials, implementation guides for day-to-day VET practice, plus examinations and the evaluation of examinations.

The Central Services department is responsible for personnel, organization, information technology, budgeting, cost accounting, and legal affairs and legal issues relating to vocational education and training.

The following projects conduct tasks on behalf of the Federal Ministry of Education and Research and are overseen by the president:

  • the JOBSTARTER training place programme,
  • the Education for Europe national agency which is responsible for conducting European education programmes and campaigns in Germany (such as Leonardo da Vinci and Socrates), and
  • iMOVE (International Marketing of Vocational Education) which assists German education service providers abroad.
