Training occupations and the process behind them
The first of August marks not only the start of a new training year but is also the day on which the profiles and regulations for 21 new or updated occupations which require completion of formal vocational training ("training occupations") go into effect. This year, the list includes four new occupations: office clerk for dialog marketing, service specialist for dialog market-ing, specialist for kitchen and furniture service and specialist in market and social research. Over the past several months, new training regulations were developed for these new occu-pations and the existing training regulations for this year's 17 updated occupations were re-vised. Training regulations lay down the objectives, content and the examination require-ments for vocational training that is provided on an in-house basis in actual firms. But who lays down the parameters for the content to be taught during training? What does this proce-dure look like and who decides how long a particular training programme will last?
Answers to these questions can be found in a new brochure published by the Federal In-stitute for Vocational Education and Training ("BIBB"). The publication Vocational Training Regulations and the Process Behind Them informs readers about Germany's unique system: Taking up to 12 months, experts from companies and relevant chambers (i.e., employers), trade unions (employees), Germany's federal government and state gov-ernments develop - under BIBB's "lead management" - the fundamental features of the new vocational training regulations which regulate the practical in-company training segment. Parallel to this, experts from the individual states draft the framework curriculum for the theo-retical school-based segment. The two groups then bring the respective content and timeta-bles into line with one another.
The competent ministry in conjunction with the Federal Ministry of Education and Research subsequently issues the new/revised training regulations in their finalized form and publishes them in the Federal Gazette. Employers' associations and trade unions publicize and pro-mote the new training regulations at firms providing in-house vocational training, and experts from day-to-day vocational training practice implement them together with their trainees. The extensive involvement of all players involved ensures that new vocational training regulations represent viable offerings for companies and young people and that companies in Germany can provide in-house vocational training that is highly relevant to day-to-day vocational prac-tice, is up-to-date and can be tailored to the individual firm's interests.
