Modern, practical advanced training for individuals targeting career advancement - New advanced training occupations in the controlling, commercial and security fields

Working together with experts from actual in-company practice and representatives of employers associations, trade unions, Germany's federal government and its state governments, the Federal Institute for Vocational Education and Training ("BIBB") has developed three new occupations that require completion of advanced vocational training: Modern, practice-related, federal regulations are now out for the occupations certified expert for controlling, certified commercial assistant and certified lock and security technician. The training regulated by these new regulations can ensure employees' chances for advancement in their respective sector and, in doing so, improve their prospects for the future. The Federal Ministry of Education and Research issued the new qualification options as advanced training regulations with effect from 1 August 2006.

  • Certified controlling expert

Controlling is a modern management tool which has become so firmly established that it is impossible to imagine running a business without it. Today, controlling skills are needed at all corporate levels, be it in project or product management, purchasing, logistics or sales.

With the new advanced vocational training regulations, persons undergoing advanced training can acquire skills that will enable them to assume managerial and organizational tasks in the controlling field, organize and steer corporate planning activities, set up a reporting system, develop solutions and farsighted measures for avoiding mismanagement and advise various levels of management.

These new regulations supersede the advanced vocational training profile for the occupation controlling expert (final examination held by the respective Chamber of Industry and Commerce) which is more than 10 years old now. Some 500 individuals underwent training to earn qualification as a controlling expert in 2004.

  • Certified commercial assistant

Starting 1 August, the retail trade sector has an additional future-oriented advanced training occupation in the form of the new certified commercial assistant profile at its disposal. The original profile was created in 1984 and this year's work on updating it directed special attention to areas marketing, customer orientation, sales, direction, communication and personnel management. This updated advanced training occupation is particularly aimed at individuals who already work in this area and are interested in career advancement, and at upper secondary-school leavers who are interested in taking on occupational, management and organizational tasks at higher levels.

Approximately 600 individuals sat the final examination in this field in 2004. At 63 per cent, the share of women completing this training is very high.

  • Certified lock and security technician

This federally regulated advanced training occupation  offers firms and employees in the lock and security field new options for offering flexible, modern property protection and customer advisory service. The new regulations mesh the training's mechanical and electronic components even more tightly with one another. From now on, activity-based examinations will prepare "graduates" better for the ever more complex demands of their work with all its technical and customer-related aspects.

Based on a needs analysis conducted by BIBB, advanced vocational training modules (three areas of vocational activity with corresponding focal training) were used in the development of the training for this new advanced training occupation. The training occupations locksmith/blacksmith and electronics technician in particular provided models for these modules.

In addition to these regulations, the Federal Ministry of Education and Research has issued regulations on the examination for the recognized occupation certified business economist which also goes into effect on 1 August 2006.

The continued development of advanced vocational training regulations is - along with developing new vocational training profiles and updating existing profiles used in Germany's "dual" vocational training system which combines part-time schooling with practical work experience - one of the central tasks of the Federal Institute for Vocational Education and Training ("BIBB").
