BIBB Annual Report 2005: a mixture of continuity and new beginnings
How has the Federal Institute for Vocational Education and Training (BIBB) continued to make its mark as a centre of competence in initial and continuing vocational education and training both domestically and internationally? What constituted the main areas of focus of the work of the last business year, which was shaped by three significant events: the reform of the Vocational Training Act (BBiG), the evaluation report on BIBB by the German Science Council and a change of leadership at the head of the institute. As a consequence of these events, BIBB has increasingly been "sharpening" its profile and will in future concentrate on important major areas of focus within the research and development work it conducts: modernisation and quality development within vocational education and training, the creation of additional training places, providing individual support for young people, lifelong learning, permeability and equivalence of educational pathways and the internationalisation of VET.
The 2005 Annual Report provides a comprehensive overview of BIBB's activities during the past year. It contains a wealth of current information, data and illustrations and documents the research, development and service functions of the institute.
The material presented includes the following.
- Work on the modernisation of initial and continuing vocational education and training. Five new and 18 modernised training occupations were launched in the training year 2005/2006 as a result of the joint work carried out by BIBB and the social partners. In addition to this, two new and five modernised advanced training occupations were created.
- Research activities. Extensive research, including early identification of qualifications developments, is a prerequisite for the development of new occupations and the allocation of these to initial or advanced vocational training as well as the structuring of the examinations involved. In 2005, BIBB processed 20 research projects and 187 projects.
- The work within the development programmes for the practical testing of VET innovations. During the year, BIBB managed 65 "pilot projects", including four new projects.
- The academic monitoring and implementation of vocational education and training policy programmes such as the Good Practice Centre providing support for disadvantaged young people and the STARegio and Regio Competence Training programmes. The aim of the latter two is the securing, further development and structural improvement of training in selected areas of Germany. They have since been integrated into the new training structure "JOBSTARTER - training for the future", funded by the Federal Ministry of Education and Research (BMBF) and also located at BIBB.
- The activities relating to the internationalisation of initial and continuing vocational education and training, such as international comparative research or international cooperation and consultancy. The work of the National Agency "Education for Europe" at BIBB and the iMOVE organisation ("International Marketing Of Vocational Education") are also presented.
The information provided is supplemented with an overview of the institute's publications, including multimedia provision and the information and documentation systems.
