Innovative and trend-setting - BIBB President Manfred Kremer awards "WIP 2007" to five laureates

With the "Continuing Education Innovation Prize" (WIP), the Federal Institute for Vocational Education and Training (BIBB) has honoured innovative and trend-setting projects and ideas in vocational and in-company continuing education and training for the seventh time this year. The awards ceremony was under the patronage of the Minister President of the State of North Rhine-Westphalia, Dr. Jürgen Rüttgers. The "WIP 2007" (www.bibb.de/wip), which comes with a cash prize of 2 500 euros per prize winner, was presented to the five prize winners today, Thursday, in Cologne in the framework of the "didacta 2007" education trade fair by the President of the Federal Institute for Vocational Education and Training, Manfred Kremer.

Manfred Kremer, President of the Federal Institute for Vocational Education and Training: "The BIBB's Continuing Education Innovation Prize has become established as a real brand label in the scene. By means of the WIP and the innovations it promotes, the Federal Institute for Vocational Education and Training makes a decisive contribution to the future-oriented modernisation of vocational education and training as well."

For the competition for the "2007 Continuing Education Innovation Prize", 97 concepts for vocational and/or in-company continuing vocational education and training were submitted. Five of them were considered by the independent panel of experts to be especially innovative and trend-setting:

  • Baufit - Energy-efficient construction in Europe
Prize winner: Städtische Fachschule für Bautechnik, Meisterschule für das Bauhandwerk, Munich
The prize-winning project, supported by the LEONARDO DA VINCI European Vocational Education and Training Programme, developed continuing education and training modules for energy-efficient construction and rehabilitation, taking an innovative, cross-trade, Europe-wide approach. The emphasis is on the renovation of old buildings, since that is where the energy-saving potential is greatest. Since climatic and socio-economic standards differ, the approaches to solving the problems involved have to be adapted to local conditions. The action-oriented modules were tested with education and training providers and companies in several European countries. In Germany, the modules were certified by the Chamber of Crafts for Munich and Upper Bavaria.

  • "Drug Prevention during Training" education programme
    Prize winner: Verwaltungs-Berufsgenossenschaft (VBG), Hamburg
The practice aid developed by the prize winner in the form of an e-learning programme helps firms to have appropriate conversations with trainees on the subject of drug abuse. Studies have shown that every second 18- to 24-year-old has consumed drugs at least once. In addition to an interactive educational programme, the practice aid provides information on various drugs, on indications and causes of possible consumption, on legal provisions and on prevention within the company. Constructive patterns of action and role-play equip trainers to identify and resolve imminent conflicts before they happen. The educational programme can be accessed at www.vbg.de/wbt/drop or acquired on CD-ROM.

  • Helper in Crafts/Trades
    Prize winner: Quin Akademie, Deggendorf
The purpose of this project, supported by the European Social Fund (ESF), is to qualify men and women as helpers in crafts/trades or as caretakers. The continuing vocational education and training modules developed are taken in small groups. They bundle competencies from the interior and exterior fittings and house installation/electrical installation occupations and the requisite IT skills into a cross-sectional qualification that can be utilised in the labour market. The particularly close cooperation with potential employers in the region is worthy of special mention. The target group consists of long-term unemployed persons with insufficient or no vocational training. The variety of positions that can be filled and the assured aftercare mean that about 50% of the participants obtain employment contracts.

  • Medika - Extern examination for Health Services Clerk
Prize winner: Bildungsinstitut der Rheinischen Wirtschaft GmbH, Euskirchen and Bergheim
Building on existing skills, the project offers continuing vocational education and training in modular form, in particular for auxiliary medical occupations, whereby each module yields useful segmental qualifications and when all modules have been taken it creates the prerequisites for admission to the external examination for "health services clerks". New fields of activity and opportunities for advancement are opened up in this way. Because family and occupation can better be reconciled, this continuing vocational education and training in blended learning form is interesting both as in-service training and for persons returning to the labour force.

  • Tele-academy for Black Forest Farmers
Prize winner: Forum Pro Schwarzwaldbauern e. V., St. Georgen-Oberkirnach
The Internet portal (www.forumproschwarzwaldbauern.de ), developed in cooperation with the Tele-Academy of the Furtwangen University, offers Black Forest farmers, who generally operate their traditional farms in combination with another source of income, a specific and topical educational opportunity consisting of empirical knowledge adapted to the specific cycle of vegetation in the Black Forest. Using two different modules, ecological, economic and social qualifications are provided for facilitating and ensuring the sustainable operation of their often remote mountain farms. Through innovative use of new media, the project promotes agriculture adapted to the site, contributes to the preservation of a unique cultivated landscape through an active exchange of experiences and prevents migration into the cities.
