BIBB assists first Turkish textile vocational training centre
Turkey's minister of education, Professor Dr Hüseyin Çelik, will open the first inter-company initial and continuing vocational training centre for skilled workers in the Turkish textile industry in Çerkezköy today. The president and the secretary general of the Turkish textile employers' association, Halit Narin and Metin Emiroglu, will also take part in the opening ceremonies. The Bonn-based Federal Institute for Vocational Education and Training ("BIBB") has played a decisive role in the establishment of the new vocational training centre: BIBB has advised the Turkish textile employers' association on a continuous basis since 2003 on the development of standards, curricula and examination requirements, on planning equipment and fittings, and continuing instructor training.
The new vocational training centre near Istanbul will first offer initial and continuing vocational training for the four occupations spinning mill technician, weaving mill technician, processing technician and laboratory technician and in the mechatronics field. The three-year training programme is based on the model provided by Germany's "dual" vocational training system which combines part-time vocational schooling with practical work experience. Most of the training will be conducted at the new training centre. This will then be followed by a year of full-time training in a Turkish textile company in the surrounding area. BIBB also helped develop the new modular continuing training courses.
Plans foresee opening further vocational training centres in Kayseri and Adana in central and southern Anatolia in 2008 and 2009. The Federal Institute for Vocational Education and Training will also play a leading role in these undertakings through its active support and advisory services. In addition, BIBB is responsible for conducting flanking research and evaluating the activities of the vocational training centre being opened today.
The German-Turkish project is a good example for the sustained impact of the Institute's international advisory activities. BIBB previously operated a liaison office in Ankara between 1994 and 2002 on behalf of the Federal Ministry of Education and Research and the World Bank to develop standards and examination requirements for vocational training in Turkey.
