Structural Issues Related to Regulatory Work, Examination Systems and Implementation Concepts

Tasks and Responsibilities

Section 4.1 deals with cross-cutting matters of principle and structural issues relating to regulatory work, the examinations system and the implementation of these.
This includes work to support competence orientation in training and examinations. The section develops structural recommendations for the competence-based further development of regulatory instruments. A new research project addressing competence assessment and evaluation in examinations is being planned.

The spectrum of tasks performed by the section also includes issues relating to the recognition of informal learning. Admission to external examinations serves as a vehicle for the investigation of identification and recognition pathways for competences which have been acquired by informal means and is also used as a basis for the further development of recognition of informal learning.

The section also investigates how sustainability competences can be localised within regulatory work. It develops guiding principles and implementation recommendations for the integration of sustainability competences within the regulatory instruments.

Its remit also encompasses the development of standards for quality assurance of regulatory work, such as evaluation of training regulations and issues relating to the flexibilisation and permeability of vocational education pathways (e.g. additional qualifications).

The section has developed its own Internet portal to provide support to examiners within the dual system. This is the first independent national information and communication platform for serving and future examiners in the dual system.

The "AusbildungPlus" ("Training Plus") portal is the first portal of its kind to offer assistance to trainees seeking attractive training provision whilst also enabling the acquisition of important information on the fostering of flexibilisation and permeability of vocational education and training (additional qualifications).

The information system "Aus- und Weiterbildungsberufe" ("Initial and continuing training occupations", known by the abbreviation "A.We.B") enables interested parties to obtain wide-ranging information on state-recognised initial and continuing training occupations (genealogy of the training occupation, training profile, training regulations and skeleton curriculum).

The "Ausbildung gestalten" ("Structuring training") series of publications provides vocational training stakeholders with a guide to the successful implementation of the updated and modernised training occupations.

This section's tasks also include appraising BIBB media. An appraisal system is currently being developed for this purpose.
The section also has the annual task of publishing the Federal Gazette, which contains the announcement of the index of recognised training occupations and competent bodies.
