Report on Vocational Education and Training for the Year 2009: BIBB Board issues opinion on government's draft
At its spring meeting held in Bonn on 5 March 2009, the Board of the Federal Institute for Vocational Education and Training (BIBB) discussed the draft of the Report on Vocational Education and Training for the Year 2009 that was submitted by the Federal Ministry of Education and Research. Representatives of labour, management and Germany's federal states adopted a joint opinion on the draft Report on Vocational Education and Training. The representatives of labour and management additionally issued their respective separate opinions on the report.
The Report on Vocational Education and Training will be released in April following approval by the federal cabinet and the Federal Ministry of Education and Research. The subject of the Board's discussions was the political section of the Report on Vocational Education and Training for which the Federal Ministry of Education and Research is responsible. The BIBB Board issued its opinion on this section. This section will be supplemented by a new "Data Report for the Report on Vocational Education and Training for the Year 2009. Information and Analyses regarding the Development of Vocational Education and Training" which BIBB will issue on its own authority. The Data Report will also be released this spring. The Report on Vocational Education and Training was restructured on the recommendation of the BIBB Board. It has been split into a policy section and an indicator-based data section to make it easier to read and use.
Under German law, the BIBB Board has the task of advising the German government on fundamental issues involving vocational education and training. As prescribed by the Vocational Training Act, this includes issuing an opinion on the annual Report on Vocational Education and Training. Representation on the Board is equally divided between labour, management, Germany's federal states and the federal government.
