Trainers
In his paper on the training of trainers, Dr Reinhard Zedler (Koblenz University of Applied Sciences, RheinAhr Campus) presented not only a strong case for assigning greater attention to this subject in research and practice, but also established a connection with the new Ordinance on Trainer Aptitude (AEVO). According to Dr Zedler, it is to be hoped that the implementation of this new ordinance will put an end to the neglect the trainer training field has experienced in the research field and political sector and that a new beginning for the training of trainers will be launched and continued as a result of the new, more clearly-defined profile for trainers. He also pointed out the importance of specialist and educational training and the already relatively successful work being done together with instructors at vocational schools as measured by vocational training graduation rates..

The subsequent discussion saw lively interest in the new ordinance and its new substantive focus. Philipp Ulmer from BIBB drew attention to planned publications and commentaries on the new Ordinance on Trainer Aptitude.
Examinations
Trainers are supposed to prepare trainees for their examinations. Trainers make important contributions in the preparation and conducting of examinations. New examination concepts place new demands on trainers. For this reason, there was great interest in the extensive observations Dr Hans-Joachim Müller (Technical University of Kaiserslautern) presented regarding task-based examinations in the context of the guiding principle of competence-orientedness. Key points:

- The gap between company requirements and examination requirements is growing.
- How can occupational competence be modelled, demonstrated and assessed in practical situations that are typical of the particular occupation?
- Competence can be proven only through the performance of tasks during which the particular competence is demonstrated.
- Given the various weaknesses exhibited by practical types of examinations, the question arises of how the divergent requirements arising from the functions of examinations can be brought into line with the legal requirements and general conditions.
- In light of the problems involved in conducting effective practical examinations, how can the concept of 'occupational competence' be better measured and assessed in written examinations?
- Given the influence that examinations have on learning processes and in order to avoid having to provide 'double' training - for the particular occupation and for the examinations - the content and structural requirements of examinations should be geared as closely as possible to situations and tasks in which the skills and competences that the individual has acquired are to be subsequently demonstrated.

Handlungsorientierte Prüfungen - Konzept und Umsetzung
Professor Dr Reinhold Nickolaus (University of Stuttgart) presented an arrangement for modelling and assessing competences for VET-LSA in the automotive field.
Elisabeth Portz-Schmitt from the HWK Rheinhessen reported on the results from the Flexkom pilot project and further activities to develop the individual's ability to shape their own occupational biography and acquire personal competence in vocational training.

Herold Gross (BIBB) reported on the CEDEFOP conference Teachers & Trainers at the Heart of Innovation and VET Reforms (23-24 February 2009, Thessaloniki), the TTnet Annual Conference (25 February 2009, Thessaloniki ) and on the validation of TTnet's draft Joint Reference Framework for Instruction and Training Personnel in the Vocational Training Sector. At the first conference, school-based vocational training and in-company vocational training were unfortunately still frequently viewed as separate or opposing fields.
Progress is apparently possible in the areas of practical support and research when the profiles of the respective target groups are precisely defined, such as when a clear differentiation is made between skilled workers who provide vocational training on the one hand and professional trainers on the other. Happily a comparatively large number of representatives from Germany attended the conference.

Auf der TTnet Jahreskonferenz wurde über die TTnet Workshops zum "Mentoring" in der Berufsbildung und die Validierung des Kompetenzrahmens für Ausbildungspersonal berichtet und das neue Arbeitsprogramm vorbereitet. Grundsätzlich zeigt sich, dass Länder die nationale Fortbildungsregelungen bzw. Standards für Trainer/Ausbilder haben oder etablieren wollen, ein größeres Interesse an diesem Ansatz haben.
