The Federal Institute for Vocational Education and Training (BIBB) at the FICCI "Global Skills Summit" in India 19 - 21 August 2009 - Germany a strong partner of India in VET

The German Federal Institute for Vocational Education and Training (BIBB) conducted a workshop jointly with the Indian Ministry of Labour and Employment (MoL&E) on National Qualifications Frameworks (NQFs) -  "Transparency of Qualifications - Recent developments of National Qualification Frameworks and the story behind them" - Wednesday 19 August 2009 in Delhi. This workshop was kindly hosted by the Federation of Indian Chambers of Commerce and Industries (FICCI) as pre-conference workshop ahead of the FICCI "Global Skills Summit" which took place 20/21 August in Delhi.

Dr Georg Hanf, expert on the German Qualifications Framework (GQF) at BIBB, presented the development of the European Qualifications Framework (EQF) and its impact on the formulation of the GQF. Further, he introduced the GQF to the audiences and provided an outlook. Finally, he highlighted that developing a NGF challenges many aspects and players of the education and VET system. During the workshop, the Indian Ministry for Human Resource Development (MoHRD) provided a draft on the comparability of qualifications and certificates of general education and VET in India. During the following discussion it became obvious that there are related matters the Indian Government needs to address during its NQF-formulation aside the methodological approach regarding the NQF. These are, for instance, the permeability between VET and general education, making students trainable, the development of national VET standards and institutional and bureaucratic issues. The workshop was well attended by about 40 representatives from Indian government, Indian industries and associations, NGOs, the International Labour Organisation (ILO), the Koblenz Chamber of Crafts, BIBB, Didacta e.V. and others.

This workshop was followed by a two days conference. Germany was an official partner country of this FICCI "Global Skills Summit - Emerging Skills - India 2020". At this conference, Germany and the Indian Ministry of Labour and Employmet (MoLE) presented the common agenda of the Indo-German Joint Working Group on Vocational Education and Training (VET).

This Joint Working Group had been formally established this year in March. It is chaired by the Indian Ministry of Labour and Employment (MoLE) and the German Ministry of Education and Research (BMBF). Members of this working group are further FICCI, the Confederation of Indian Industries (CII) as well as the Ministry of Human Resource Development (MoHRD) on the Indian side. German members aside BMBF are the Federal Ministry of Economic Cooperation and Development (BMZ), BIBB, iMOVE and sequa. This working group acts as facilitator for projects and initiatives regarding the involvement of Indian and German companies in training in India, the upgrading of (Model) Industrial Training Institutes (ITIs), the training of trainers, the development of standards, the transparency of qualifications and learning and teaching materials.
