BIBB Board adopts Official Statement on the draft of a German Qualifications Framework

At its December meeting in Bonn, the Board of the Federal Institute for Vocational Education and Training (BIBB) adopted a further Official Statement on the development of a German Qualifications Framework (GQF). In the Statement, the Board welcomes the creation of a "learning outcomes oriented GQF spanning all educational sectors", pays tribute to the work conducted by the four working groups thus far and states seven "fundamental positions" with which it believes "compliance is essential" in the further continuation of work.

The Board further expects that a consensual approach will be adopted to drawing up a solution to the question as to how the qualifications profiles of the general schools are to be aligned to the individual levels of the GQF, an issue which remains as yet unresolved. Since the Board is of the view that the GQF will have consequences for the development of vocational training in Germany and will therefore also affect the development of initial and continuing training regulations, departments responsible for the economy and labour must now be integrated into the further coordination processes. The members of the BIBB Board also emphasise the necessity of implementing a research evaluation project next year, the aim of which will be to carry out an "anticipatory evaluation and assessment" of the implications of a GQF.

The particular objective of a European Qualifications Framework (EQF) and of a GQF which is coordinated to the EQF is to assist in improving the transparency of qualifications and to enhance permeability between the various educational systems and within the respective national educational systems themselves. One aim, for example, is to make it easier for employers and educational establishments to assess the competences acquired by citizens.

The BIBB Board has the statutory duty to advise the Federal Government in all fundamental issues relating to vocational education and training. It has equal representation from the employers, employees, the federal states and the Federal Government.
