BIBB awarded certificate for quality management
The Federal Institute for Vocational Education and Training (BIBB) is now certified in accordance with the standards of "Learner-oriented Quality Certification in Continuing Education and Training" (LQW). On 17 June, the BIBB was certified to have successfully developed and introduced comprehensive quality management. Following certification of its commitment to the environment (2009) and to reconciling career and family (2010), this is the third significant quality seal awarded to the BIBB. As BIBB President Manfred Kremer stressed, "We have moved a step further in our mission of constantly developing the quality of our processes by introducing systematic quality development. We submitted to an external evaluation by the certification agency. The certificate confirms our customer orientation and our quality consciousness." On behalf of the ArtSet0 Qualitätstestierung GmbH, Professor Walter Bender as expert presented a tile from the growing network image by the artist Guido Kratz. The BIBB is thus certified and has joined the community of over 600 LQW-certified organisations.
In choosing a quality management system, the BIBB opted for the highly-regarded standards of the LQW because the customer orientation as well as the flexibility and relative openness promised the adaptability of the system to the extremely varied fields of work of the BIBB. Those expectations have not been disappointed. LQW makes it possible to systematise the activities of the individual employees by way of a common concept of quality, to uncover interconnections and to harmonise modes of work in an interdepartmental and targeted manner.
For certification, quality standards must de defined, implemented and documented in eleven specified fields. In addition to the mission statement of the BIBB, close attention was given to the methods of determining needs, the key processes of research, organisation of vocational education and programme implementation, services and products, from publications through expert meetings to symposiums, the quality of the infrastructure, the instruments of management, the methods of human resources development and management, controlling and customer communication. Thus all the BIBB processes flowed into the LQW during more than two years of intensive work.
The BIBB had already been certified under EMAS ("Eco Management and Audit Scheme", environmental management and environmental testing) as well as "audit berufundfamilie" and is thus achieving its goals step by step. Says BIBB President Kremer, "We bundle in the quality development process our commitment to the environment and to reconciling family and career, two other future-oriented issues for which we have also been singled out. It is and remains our goal to be a modern institution. We shall fulfil that requirement as a learning organisation and with the aid of our systematic quality management."
