BIBB advisory services in Egypt

"Building an Egyptian BIBB" was the request the International Cooperation and Advisory Services Section of the Federal Institute for Vocational Education and Training (BIBB) was commissioned with by the Industrial Training Council (ITC) of the Ministry of Trade and Industry (MTI) of Egypt.
In the frame of four week-long missions between March and September 2010, BIBB advised the ITC management on the following topics:
- Mission 1: Vision and Mission Statement (February 2010)
- Mission 2: Strategic Objectives (May 2010)
- Mission 3: Performance Management System (July2010)
- Mission 4: Key-Work Processes & Standard Operating Procedures (September 2010)

During these four missions the BIBB project team was facing the challenge to combine organizational development items with VET content. In the following the main results of the missions will be shortly presented.
The ITC managers dedicated themselves to the following mission statement (abstract): "ITC is committed to fulfill the training needs and the anticipated demand of the Egyptian industrial sector under the umbrella of the MTI by developing and delivering products and services focusing on technical and vocational training activities according to international best practices and standards.." From this core-statement of the mission statement strategic and departmental objectives were derived during Mission2 and compiled in a matrix.

This matrix, based on the CAF (Common Assessment Framework) -model, was used as basis to train first and second line management to derive individual objectives for the staff of ITC and therefore create the foundation for a sound and fair Performance Management System (PMS).
