Report on Vocational Education and Training for the Year 2011: BIBB Board issues opinion on the government's draft
At its spring meeting held in Bonn on 10 March 2011, the Board of the Federal Institute for Vocational Education and Training (BIBB) discussed the draft of the Report on Vocational Education and Training for the year 2011 that was submitted by the Federal Ministry of Education and Research (BMBF) and subsequently adopted by majority vote a joint opinion on the draft report. The representatives of labour and management on the Board additionally issued their respective separate opinions on the report.
The Report on Vocational Education and Training for the Year 2011 will be released in April after it has been approved by the federal cabinet and the Federal Ministry of Education and Research. The subject of the Board's discussions was the policy section of the Report on Vocational Education and Training for which the Federal Ministry of Education and Research is responsible. The BIBB Board has now issued its opinion on this section. The policy section is supplemented by a "Data Report for the Report on Vocational Education and Training for the Year 2011. Information and Analyses regarding the Development of Vocational Education and Training" which BIBB issues on its own authority. The Data Report will also be released next month. The Report on Vocational Education and Training was restructured and split into a policy section and a separate indicator-based data section for the first time in 2009. In the opinion of all parties concerned, this new structure has proven to be very useful.
Under German law, the BIBB Board has the task of advising the German government on fundamental issues involving vocational education and training. As prescribed by the Vocational Training Act, this includes issuing an opinion on the draft of the annual Report on Vocational Education and Training.
