International Vocational Education and Training Conference in Hanoi

BIBB President Esser stressed the importance of scientific research and valid data for planning, implementing and evaluating vocational education and training systems at an international vocational education and training conference in Hanoi (10-11 October 2012). He called the first Vietnamese Vocational Education and Training Report, which was developed with the BIBB in an advisory capacity and was now presented by the National Institute for Vocational Training (NIB) in Hanoi, an important milestone and the foundation for continuing development of German-Vietnamese cooperation in vocational education. The BIBB President also highlighted the success factors for industry-oriented vocational education and training in his speech.

At an international vocational education and training conference held by the Vietnamese Ministry of Labour, Invalids and Social Affairs (MOLISA) and the German Federal Ministry for Economic Cooperation and Development (BMZ) in mid-October in Hanoi, about 250 experts from 14 countries of the ASEAN region discussed strategies for introducing and implementing industry-oriented vocational education and training systems.
In the context of the introduction of a common labour market in the ASEAN region which is planned for the period up to the year 2015, the Vietnamese deputy prime minister Chuyen and labour minister Phi stressed the increasing importance of initial and continuing vocational education and training in Vietnam in their opening addresses. The qualification of skilled professionals has been assigned an important role in the Vietnamese development strategy 2020.

In his keynote speech on the topic "Cooperation with the Business Community", BIBB President Friedrich Hubert Esser highlighted the most important success factors for the introduction and implementation of industry-oriented vocational education and training systems, using the German system of dual vocational education and training as an example: the close cooperation between business and government, the combination of theory-centred learning at school and practical training in enterprises based on real work processes, the importance of nationally valid standards for vocational education and training, the qualification of vocational training personnel and an institutionalised form of vocational education and training research.
"A national Vocational Education and Training Report is a necessary basis for planning, implementing and evaluating vocational education and training systems", said Esser.

Germany's cooperation with the Southeast Asian countries in the field of initial and continuing vocational education and training is already marked by a long tradition. The prosperous labour market in the ASEAN region with its about two billion employees has grown by almost five per cent per year, on average.
