The DECVET initiative aims to identify and test potential for using credit systems along the interfaces with Germany's 'dual' vocational training system (which combines part-time schooling with practical work experience). During the conference, VET players from the research community and day-to-day VET practice will examine in a joint dialogue the conditions for crediting learning outcomes.

Initial and continuing vocational education and training is currently undergoing deep-seated change. The shortage of skilled workers, demographic development and the value placed on vocational education and training in relation to other educational areas both in Germany as well as in international comparative terms are all future issues in which VET will need to re-position itself. For reasons of social responsibility, every single person will need to be integrated into this process. Nobody must be forgotten. This is why we have decided that the motto for the 6th BIBB Vocational Education and Training Congress will be "Developing competences - opening up opportunities".
We are sure that this congress will offer you an appropriate platform in your capacity as a representative of VET policy, academic research or practice and will provide a vehicle for stimulating debate which will open up perspectives and enable us to work together to find answers to the urgent questions faced by vocational training.

Organising and developing paths for the transition from secondary school to vocational training and the working world is not only an education policy challenge but also a pedagogical challenge. Making the necessary changes at the so-called "first threshold" will require not only structuring measures but also concepts for professionalising skilled (pedagogical) personnel who are involved at various institutions in efforts to organise and shape these paths in their area. These activities are aimed at opening up realistic (occupational) prospects with a variety of options for all young people 0 including the growing share of youths with an immigrant background and special target groups 0 who are making the transition from school to the working world. Organised by the Federal Institute for Vocational Education and Training (BIBB) and the Robert Bosch Foundation, this conference will examine the (preliminary) findings from two projects which deal with this subject from different angles: the BIBB research project Demands on the Professionalism of Education Personnel in the Transition from School to the Working World and the LISA programme for skilled workers Professionalisation for Shaping and Organising Transition Paths to Vocational Training and the Working World which is being conducted by the Robert Bosch Foundation. Titled "Professionalising skilled workers 0 Challenges in the transition from school to vocational training", the conference will offer a forum for a discussion with education authorities who are responsible for education at municipal, state or federal level. The core statements and areas of focus of these two projects will be presented to attending experts in four forums where the shaping and organising of the transition to vocational training and the working world will be presented as a horizontal issue and cross-cutting task, the competences which the skilled (pedagogical) personnel will need for shaping and organising this transition will be named, adapted forms of continuing and advanced training will be presented and the need for regional support structures for professional work will be highlighted.
The complexity of the activities involved in making the transition to vocational training and the working world places high demands on the professionalism of all skilled (pedagogical) personnel who play a part in the transition process. At the same time, their work will become a "key" in the necessary change processes.

From ENQA-VET to EQAVET
With the EQARF, the European Union has given the Member States a "toolbox" with ten indicators and a systematic quality assurance process. These indicators were designed to make it possible to provide information on the status of quality assurance in vocational education and training in EU Member States. The practicability of the EQARF indicators is to be tested in the Member States. If necessary, the indicators are to be modified by the year 2013. The implementation of the European reference framework is being supported by the European Quality Assurance in Vocational Education and Training (EQAVET) network whose members include representatives of the EU Member States, the National Reference Points for Quality Assurance and the European social partners.
Establishment of a network for quality assurance in vocational education and training
The aim of the symposium is to inform participants on the current status of the use of quality assurance methods in Germany and to discuss the added value connected with the use of the European reference framework. At the same time, the symposium will foster the communication process of all VET stakeholders and, in doing so, make a contribution toward establishing and strengthening confidence between stakeholders and between Member States.
The one-day symposium is set up for a maximum of 100 participants. It is being organised by the German Reference Point for Quality Assurance (DEQA-VET) in cooperation with the Education for Europe 0 National Agency at the Federal Institute for Vocational Education and Training on behalf of the Federal Ministry of Education and Research (working language: German).

Education and cultural change Cultural change has emerged as an important issue in most European countries due to increased migration. With regard to education in Europe, culture is often perceived as referring mostly to ethnicity, religion and language, though cultural diversity also refers to race, gender, class, age, ability and sexual orientation. Changes in the cultural contexts where education takes place have raised new questions both in educational practice and research. Thinking of students in terms of traditional categories of race, class and gender declines in usefulness; instead the intersection of categories as well as consideration of local and global contexts needs to be taken into account. In addition, alongside formal schooling, other domains of activity such as youth and popular cultures, extra-curricular activities, as well as social, environmental and religious movement are vital in understanding cultural changes and their significance to education. The theme brings to the forefront the view that educational institutions need to take cultural contexts into consideration in their policies and activities. It emphasizes how cultural changes impact the way children, adolescents and adults are educated in both formal and informal education.
The Federal Institute for Vocational Education and Training will celebrate its 40th anniversary this year. To mark this anniversary, we are hosting a festive get-together in Bonn under the motto "40 Years of BIBB: 40 Years of Research - Consultation - Shaping the Future". The festivities will start at 2 p.m. on 27 May 2010.

Today, PC-literacy and information and communication technology (ICT) proficiency have joined reading, writing and arithmetic as the fourth skill that is indispensable to a basic education. Although young people have no problems using mobile phones or personal computers, few of them have a command of basic ICT skills that are required in IT-aided work environments in the business world. As the Institut der Deutschen Wirtschaft economic research institute now also predicts, neglected skills in mathematics, information technology, the natural sciences and technology/engineering (MINT) will lead to a significant shortage of skilled labour in these segments. The consequences and possible solutions arising from this situation will be presented and discussed during the conference by representatives from industry and the political sector. A certificate that was developed in transatlantic co-operation will also be presented for the first time at the conference. The IT-TECH certificate is an excellent example for a collaborative strategy which, combined with joint efforts on the part of schools, enterprises, industry and the political sector, can ensure that urgently-needed IT fundamentals can be taught on a comprehensive, targeted basis.

This project was conducted by the Federal Institute for Vocational Education and Training (BIBB) under the Sustainable Forestry funding priority of the Research for Sustainable Development (FONA) funding programme sponsored by the Federal Ministry of Education and Research. Transdisciplinary issues such as education and communication were embedded in collaborative research projects - a novelty in this funding priority.
This BIBB project had the aim of putting innovative products and findings from collaborative projects to use for the benefit of vocational education and training, organising the transfer of findings to day-to-day vocational practice and transferring findings and experience from day-to-day vocational practice to the collaborative research groups. The Berlin Forest and Wood pilot region was set up to enable the direct implementation of research questions of relevance to day-to-day practice.
We would like to discuss the experience and findings gathered in the course of this project with you in order to strengthen the outlooks for the research community, political sector, industry and the vocational training field participating in constructive collaboration for sustainable development and in order to ascertain the need for action in connection with the exchange between the research community, industry and vocational training practitioners.

The GiWA project group would like to invite you to the GiWA Findings Transfer Workshop. At this workshop you will become acquainted with subject-oriented basic training concepts that developed in various contexts and are anchored in enterprises and facilities devoted to ensuring the transfer of knowledge to the workplace. In this connection we will present various learning and guidance settings with their relevant learning content and with methods and forms of learning that are compatible with follow-on training.
