Central registration of qualification modules certified by chambers
- Steering Committee of the Federal Institute for Vocational Training adopts recommendation -
At its meeting on 12 December 2003 the Steering Committee of the Federal Institute for Vocational Training (Bundesinstitut für Berufsbildung - BIBB) 01 discussed the subject of central registration of qualification modules certified by chambers in compliance with the ordinance on the certification of the fundamentals of vocational proficiency in the context of preparation for vocational education and training and adopted the following recommendation:
"In order to ensure the most comprehensive registration possible of qualification modules certified by chambers the latter should be invited through their umbrella organisations represented on the Steering Committee to notify the Documentation Desk (BIBB/GPC, Robert-Schuman-Platz 3, D-53175 Bonn) of all qualification modules or send them to the Documentation Desk, without infringing any copyright provisions."
Background:
The Second Modern Services on the Labour Market Act (Zweites Gesetz für Moderne Dienstleistungen am Arbeitsmarkt), which was part of the implementation of the proposals made by the Hartz Commission and entered into force on 1 January 2003, firmly integrated the preparation for vocational education and training into the Vocational Training Act (Berufsbildungsgesetz - BBiG) as an independent part of vocational education. The core of any such preparation for vocational education and training pursuant to the Vocational Training Act consists of a number of qualification modules, i.e. learning units that are clearly defined in terms of content and time. These learning units or qualification modules have to be designed and developed by the providers of preparation schemes for vocational education
and training (training providers and also companies), based on the profiles of recognised training occupations that are subject to training regulations.
Young people will receive a certificate acknowledging the qualification modules they passed during their preparation for vocational education and training. Details have been laid down by the Federal Ministry of Education and Research (Bundesministerium für Bildung und Forschung - BMBF) in the ordinance on the certification of the fundamentals of vocational proficiency in the context of preparation for vocational education and training. (Rechtsverordnung über die Bescheinigung von Grundlagen beruflicher Handlungsfähigkeit im Rahmen der Berufsausbildungsvorbereitung - BAVBVO) which took effect on 22 July 2003. According to this ordinance it is incumbent on the chambers as the responsible bodies to certify - upon application of the training provider - that the qualification schemes offered comply with BAVBVO requirements (section 4, Annex 1). The ordinance also prescribes the format of such a certificate.
In order to keep track of the qualification modules designed in keeping with the ordinance and certified by the responsible bodies and make them centrally accessible the BIBB Good Practice Centre for the promotion of the disadvantaged has set up a database which collects all qualification modules certified by the chambers and documents them according to a standard pattern. This database is accessible to chambers, companies and training providers for information and transfer purposes:
