Imitation recommended: Good examples of regional cooperation to ensure training places in eastern Germany
Players in the vocational training field in Germany's eastern states are not only crea-tive and resourceful when it comes to new ideas for generating new training places. They also put these new ideas into practice with success. This was quite clear from the wide variety of submissions - ideas, projects and initiatives - that this year's Regional Cooperation for Training Places in the Eastern States, a competition sponsored by the Federal Institute for Vocational Training, once again attracted. Besides projects from individual companies, special mention must be made of the collaborative activities between, in some cases, very diverse partners whose training concepts are geared to fields in which the respective region has the greatest poten-tial for economic development. The primary forms of cooperation chosen here in-volved those in which regional networks, alliances and external training management systems support in-company training and efforts to secure skilled labour in selected occupations and industries. The submissions also show that efforts to find new, prac-tical training paths attach particular importance to early vocational orientation, occu-pation-related information and prevocational training for young people. The impetus that this provides for choosing an occupation that is a "match" for the individual and is also needed in the region can help improve the existing range of training places on offer and secure the next generation of workers the particular region needs for further economic development.
The Federal Institute for Vocational Training would like to see these examples be-come accepted practice and has published the submissions in a collection with the aim of seeing them used to solve training-related problems in other parts of the country as well. The some 60 projects from Mecklenburg-Western Pomerania, Brandenburg, Berlin, Saxony-Anhalt, Saxony and Thuringia are presented in the German-language publication "Regionale Kooperation für Ausbildungsplätze: Good-Practice in den neuen Ländern 2003" (Regional cooperation for training places: Good practice in the eastern states 2003).
Examples of good practice found in this volume include:
Industry and occupation-specific collaboration, such as in parts of the recreation and sports industry, IT and media occupations, and high-tech occupations;
- Information and consultancy services provided in connection with the launch of new skilled occupations that require formal training (recognized training occupations);
- Cross-border collaborative activities in the field of VET;
- Training services and services for the recruitment of skilled workers;
- Offerings for early vocational orientation, occupation-related information and pre-vocational training;
- Projects for selected target groups.
The competition is part of the Regional Guidance for Protecting and Developing Training Places in Eastern Germany (Regio-Kompetenz-Ausbildung for short) cam-paign which the Federal Institute for Vocational Training conducted together with the Gesellschaft zur Förderung von Bildungsforschung und Qualifizierung (Association for the Promotion of Education Research and Qualification) on behalf of and with the support of the Federal Ministry of Education and Research.
Fourteen of the submissions were selected for awards. The winning projects can be accessed at the German-language Internet site www.regiokom.de, the information and service platform of the Regio-Kompetenz-Ausbildung project.
