The development of the training market in 2009

566,004 new training contracts were concluded across the whole of Germany in the period from 1 October 2008 to 30 September 2009. This represents a fall of 50,338, or 8.2%, compared to the previous year. In West Germany, the figure fell by 35,598, or -7.1%, to 467,006. East Germany saw a decrease of 14,740, or -13.0%, to 98,998. The above presents the results of the BIBB survey of newly concluded training contracts as of 30 September 2009. The main reasons for the considerable decrease in the number of training contracts during the reporting year of 200903 are the economic crisis and the significant demographic decline.

Literature on the European and German Qualifications Framework (DQR) is increasing. This reflects the importance of the associated tasks, and these need to be taken seriously both by the academic research sector in its reflective and critical evaluation role and by the policymakers from whom action is required in this area. These tasks take on a concrete form if (a) a serious approach is adopted towards the stipulations of the European Qualifications Framework and an attempt is made to comply with such stipulations and (b) if a consideration is undertaken of the "construction sites" exhibited within the German vocational education and training system, areas of weakness which have existed for years and which await "fixing".

Do enterprises and employees invest less in continuing vocational education and training than would be economically prudent - and if so, why? BIBB researchers Normann Müller (project spokesman), Klaus Berger, Dick Moraal and Marcel Walter will be examining this question in the course of a research project. In light of today's rapid technological change and the ageing of industrialised societies, there is no doubt that lifelong learning processes will be of increasing importance in the future. There is however frequent disagreement over who should be responsible for financing lifelong learning processes and the extent to which these parties should bear their cost.

Competence orientation, competence development and competence measurement are terms which are currently playing a central role in educational policy discussion, particularly within the vocational education and training debate. The issue at stake is nothing less than a paradigm shift in the way the educational system and its sectors and elements are managed from largely "input" aligned to "output" and "outcome" oriented.

Certified IT Training for MINT Occupations - Conference at Didacta 2010
Joint conference held by the Federal Institute for Vocational Education and Training (BIBB), the Dienstleistungsgesellschaft für Informatik (DLGI) information technology company and the Didacta association
Today, PC-literacy and information and communication technology (ICT) proficiency have joined reading, writing and arithmetic as the fourth skill that is indispensable to a basic education. Although young people have no problems using mobile phones or personal computers, few of them have a command of basic ICT skills that are required in IT-aided work environments in the business world. As the Institut der Deutschen Wirtschaft economic research institute now also predicts, neglected skills in mathematics, information technology, the natural sciences and technology/engineering (MINT) will lead to a significant shortage of skilled labour in these segments. The consequences and possible solutions arising from this situation will be presented and discussed during the conference by representatives from industry and the political sector. A certificate that was developed in transatlantic co-operation will also be presented for the first time at the conference. The IT-TECH certificate is an excellent example for a collaborative strategy which, combined with joint efforts on the part of schools, enterprises, industry and the political sector, can ensure that urgently-needed IT fundamentals can be taught on a comprehensive, targeted basis.
