The Report on Vocational Education and Training and the BIBB Data Report

The National Education Report, which was first published in 2006, represents the first comprehensive report which covers all areas of education. By way of contrast, ongoing reporting in the field of vocational education and training has been in place for more than 30 years in the form of the Report on Vocational Education and Training published by the Federal Ministry of Education and Research. The Federal Institute for Vocational Education and Training (Bundesinstitut für Berufsbildung) BIBB has thus far been involved with the preparation of this report within the scope of its statutory functions. Following a realignment of the Report on Vocational Education and Training in 2009, BIBB now issues the Data Report, a new standard work on vocational education and training.

"Trainees - a scarce commodity" was the headline in Technology Review in December 2009. Increasingly often this kind of report appears in the press, drawing attention to the impacts of demographic change, falling numbers of school-leavers, fewer applicants for training places and the resulting unfilled apprenticeship vacancies. Since this demographic downturn is set to continue for the time being, the question arises as to what companies are doing in order to get hold of this "scarce commodity". The article focuses on the beginning of the process of filling an apprenticeship vacancy - i.e. recruiting potential applicants - and the strategies adopted by companies.

BIBB launched a Research Data Centre (BIBB-FDZ) in 2008. This centre processes the microdata from BIBB research projects and makes this data available to researchers and scholars for their own analysis. Ideally, the Research Data Centre helps reduce the amount of work and cost involved in data surveys conducted in the vocational training research field and helps optimise the use of existing data.

Money plays a role! Are trainees satisfied with their pay?

The opportunity to earn "some money of their own" whilst training represents a particular benefit of the dual system of vocational education and training for young people. However, training allowances paid vary widely and many trainees do not currently earn enough to cover their living costs.

Bi-National Expert Workshop "Globally Competitive and Sustainable Qualifications in VET"

The German Federal Ministry of Education and Research (BMBF) and the US Department of Education (ED) have agreed to intensify their cooperation in education. As a first step, both partners started with a bi-national expert workshop on "Globally Competitive and Sustainable Qualifications in Vocational Education and Training", in Bonn May 4. to 6 facilitated by BIBB.

European Conference on Educational Research: Education and Cultural Change
Education and cultural change Cultural change has emerged as an important issue in most European countries due to increased migration. With regard to education in Europe, culture is often perceived as referring mostly to ethnicity, religion and language, though cultural diversity also refers to race, gender, class, age, ability and sexual orientation. Changes in the cultural contexts where education takes place have raised new questions both in educational practice and research. Thinking of students in terms of traditional categories of race, class and gender declines in usefulness; instead the intersection of categories as well as consideration of local and global contexts needs to be taken into account. In addition, alongside formal schooling, other domains of activity such as youth and popular cultures, extra-curricular activities, as well as social, environmental and religious movement are vital in understanding cultural changes and their significance to education. The theme brings to the forefront the view that educational institutions need to take cultural contexts into consideration in their policies and activities. It emphasizes how cultural changes impact the way children, adolescents and adults are educated in both formal and informal education.

DEQA-VET kick-off symposium
On the path to a national strategy for implementing the European Quality Assurance Reference Framework for Vocational Education and Training.
From ENQA-VET to EQAVET With the EQARF, the European Union has given the Member States a "toolbox" with ten indicators and a systematic quality assurance process. These indicators were designed to make it possible to provide information on the status of quality assurance in vocational education and training in EU Member States. The practicability of the EQARF indicators is to be tested in the Member States. If necessary, the indicators are to be modified by the year 2013. The implementation of the European reference framework is being supported by the European Quality Assurance in Vocational Education and Training (EQAVET) network whose members include representatives of the EU Member States, the National Reference Points for Quality Assurance and the European social partners.
Establishment of a network for quality assurance in vocational education and training The aim of the symposium is to inform participants on the current status of the use of quality assurance methods in Germany and to discuss the added value connected with the use of the European reference framework. At the same time, the symposium will foster the communication process of all VET stakeholders and, in doing so, make a contribution toward establishing and strengthening confidence between stakeholders and between Member States. The one-day symposium is set up for a maximum of 100 participants. It is being organised by the German Reference Point for Quality Assurance (DEQA-VET) in cooperation with the Education for Europe # National Agency at the Federal Institute for Vocational Education and Training on behalf of the Federal Ministry of Education and Research (working language: German).
