Professor Dr Friedrich Hubert Esser assumed office as the new president of the Federal Institute for Vocational Education and Training on 1 May 2011. He succeeds Manfred Kremer who had headed the Institute since July 2005. We would like to introduce BIBB's new president - direct and authentic - with the help of three questions from our BWP editorial office and Professor Esser's answers.

| Special focus - Easier recognition of foreign professional qualifications in Germany |

In March 2011, the Federal Government published a draft bill for a law to improve the assessment and recognition of foreign vocational and professional qualifications. This draft bill is currently being debated in the Bundesrat (the legislative body that represents the federal states) and in the Bundestag. The so-called "Recognition Act" will make it considerably easier for immigrants and Germans who have learned an occupation abroad to exercise employment appropriate to their qualifications in Germany.

In April 2008 management and labour in the chemical industry signed the Collective Agreement on "Work life and demography" (Tarifvertrag "Lebensarbeitszeit und Demografie" - TV DEMO), thus becoming one of the first industrial branches in Germany to conclude a collective agreement that tackled the consequences and challenges of demographic change and provided the companies with custom-built tools. Subsequently the collective agreement has been applied to other branches of the area of organisation of the IG BCE (Mining, Chemical and Energy Industrial Union); in some regions, for example, in the plastics industry.

Germany's anticipated shortage of skilled workers is a very talked-about subject - and is already reality in some sectors and regions of the country. In-company continuing vocational training is often regarded as being very important for meeting trade and industry's need for skilled labour. As part of its regular Referenz-Betriebs-Systems (RBS - Reference Company System) surveys, the Federal Institute for Vocational Education and Training surveyed training companies (companies that provide in-house vocational training) regarding their involvement in continuing vocational training.

Profesor Dr Friedrich Hubert Esser, President of the Federal Institute for Vocational Education and Training
Vocational education and training (VET) plays a major part in securing the supply of skilled workers in Germany. It will make an increasingly important contribution to solving the growing skills problem, and will prove its worth particularly when it comes to maximising the country's latent qualification potential. Young people who lack apprenticeship-entry maturity, people from migrant backgrounds and older employees are becoming the priority focus.

BIBB's VET cooperation with India

Germany's Federal Minister of Education and Research Schavan and India's Minister of Labour Mallikarjun Kharge held bilateral talks in New Delhi on 31 May 2011 parallel to the German-Indian government consultations headed by Germany's Chancellor Angela Merkel. Minister Schavan promised the Indian minister of labour the provision of assistance through the Federal Ministry of Education and Research and the Federal Institute for Vocational Education and Training (BIBB).

Dialogue with US-partners intensified

From 6 to 9 June 2001, two VET experts from BIBB met with representatives of the Department of Education, the Department of Labor and other institutions from the vocational education and training field in Washington, D.C. and with collaborative partners at a summer workshop in Lexington, Kentucky. The meetings in Washington, D.C. revolved around the resumption of the dialogue launched last year with the US Department of Education regarding the next steps for future collaboration and around establishing contact with the experts at the Department of Labor who are responsible for vocational education and training.

Chile interested in the German 'dual' vocational training system

A high-level delegation from Chile made an information-gathering visit to BIBB on 25-26 May 2011. The trip had the aim of obtaining in-depth information about BIBB's role and the 'dual' vocational training system in Germany (which combines part-time schooling with practical work experience).

The German vocational training system presents itself in Shanghai

BIBB recently presented the German vocational training system in Shanghai at the invitation of the National Association of Vocational Education of China (NAVEC).
The International Vocational Education Forum 2011 was held in Shanghai on 10-11 May 2011. It was organized by NAVEC in conjunction with the Shanghai Municipal Government.

6th BIBB Vocational Education and Training Congress 2011
Initial and continuing vocational education and training is currently undergoing deep-seated change. The shortage of skilled workers, demographic development and the value placed on vocational education and training in relation to other educational areas both in Germany as well as in international comparative terms are all future issues in which VET will need to re-position itself. For reasons of social responsibility, every single person will need to be integrated into this process. Nobody must be forgotten. This is why we have decided that the motto for the 6th BIBB Vocational Education and Training Congress will be "Developing competences - opening up opportunities". We are sure that this congress will offer you an appropriate platform in your capacity as a representative of VET policy, academic research or practice and will provide a vehicle for stimulating debate which will open up perspectives and enable us to work together to find answers to the urgent questions faced by vocational training.
