Implementation of the German Qualifications Framework

On 22 March 2011, the GQF Working Group adopted the draft German Qualifications Framework (GQF). An important milestone was thus reached in the agenda for implementing the European Qualifications Framework (EQF). The task now is to pump life into the implementation of the GQF. This article will first of all illuminate the background to the development of the GQF and the current state of affairs. In the process, attention will be directed in particular towards the placement of vocational qualifications in relation to general school leaving certificates.

Traineeships during the transition from education to employment in Germany and Europe

In the wake of the economic and financial crisis, the subject of the transition from school to the working world is drawing the particular interest of the European Commission and EU Member States. Countries in Southern Europe such as Spain and Greece report youth unemployment rates of up to 50% in some places. This high level of youth unemployment often goes hand-in-hand with precarious employment for those youths who have found a job.

Web 2.0 technologies and mobile learning facilities open up new potentials for initial and continuing education and training. The articles pursue the question of whether and how learning is being changed by digital media, what new options they offer for the various learning venues and the different fields of action and how these options are already being implemented in practice. The promotion of media competence among teachers and learners plays a decisive role here as well.

Shortages on the labour market: Changes in education and employment behaviour will mitigate shortages of skilled workers

Statements regarding an impending shortage of skilled workers or even an overall shortage of labour have become a standard feature in political discussions about the future of the German labour market. Model calculations of the qualifications and occupational-field projections conducted as part of the QuBe project which is being carried out jointly by the Federal Institute for Vocational Education and Training (BIBB) and the Federal Employment Agency's Institute for Employment Research (IAB) show that until the year 2030 there will be shortages in a few occupational fields despite increased employment behaviour, particularly among women and older workers. At macroeconomic level, no serious shortages are to be expected at national level in the coming years.

Exchanging views with Switzerland on the structuring of commercial occupations

Over the course of the last fifteen years, twelve new commercial training occupations have been developed in Germany and existing occupations within the area have largely been updated. In contrast to Germany, commercial training in Switzerland (which is referred to as basic training) is predominantly regulated via a single ordinance which provides specifications for 21 branches. Does this mean that Switzerland trains completely different types of commercial employees to those found in Germany?

BIBB vocational education and training workshop in Puebla

Approximately 60 participants attended the workshop. These included CONALEP's Director General Mr. Wilfrido Perea, the regional directors from the federal states of Mexico, Puebla, Guanajuato, Chiapas, Taxcala and Zacatecas, staff from the National Employers' Association COPARMEX and representatives from both the German-Mexican Chamber of Industry and Commerce and from German and Mexican companies. The Federal Ministry of Education and Research (BMBF) initiative iMOVE was also represented alongside employees from BIBB.The main purpose of the workshop was the exchange of information with regard to the legal structures and current challenges of the VET systems of the two countries.

First regional meeting of BIBB partner institutions in Latin America

The first regional meeting of BIBB partner institutions in Latin America took place in Metepec (Mexico). The event was organised in conjunction with BIBB's partner institute in the country, the Mexican National College of Technical Professional Education (Colegio Nacional de Educación Profesional Técnica, CONALEP). Around 20 representatives from CONALEP, from the Columbian National Vocational Training Service SENA and from the Chilean Ministry of Labour (MinTrab/MINEDUC) were invited to attend.

ECVET as a vehicle for better mobility? Moving from Recommendation to practice

The Copenhagen Declaration of 2002 initiated a multitude of activities aimed at fostering the mobility of individual persons and at increasing the transparency of qualifications. One of these initiatives encompasses the development of the European Credit System for Vocational Education and Training, or ECVET. The aim of ECVET is to establish a procedure which permits the transfer and reciprocal recognition of learning outcomes achieved in different educational systems and within various contexts of initial and continuing vocational education and training.
