European Quality Assurance Reference Framework for initial and continuing vocational education and training - Implementation in Germany

The subject of quality assurance in initial and continuing vocational training is becoming ever more important and attracting increasing attention. The current recommendation of the European Parliament and the European Council to establish a European Quality Assurance Reference Framework (EQARF) will support Member States' quality assurance efforts by laying down common criteria and principles and developing guidelines for quality standards.

The systematic expansion of quality development

In the wake of current demographic trends, the reliable documention of the quality of initial and continuing in-company vocational training and of improvements in training quality is of growing importance for enterprises' efforts to maintain their workforces of young workers and skilled workers.
In his commentary in the latest issue of the BIBB journal BWP, Manfred Kremer stresses that work on developing quality assurance methods and procedures should ensure that they are compatible with other systems throughout Europe.

Unfilled training places - Why enterprises do not succeed in filling them
Findings from the BIBB Vocational Training Monitor survey

Respondents in company surveys generally cite a lack of the capacity to perform and insufficient educational qualifications among applicants as the primary reasons that training places remain vacant. The following analysis shows that some of the causes for unfilled training places are to be found among the firms offering them.

The German vocational training system has seen the difficulties involved in making the transition from general schooling to vocational training increase dramatically in the last 15 years. Today, many school leavers - particularly those who have completed lower secondary school at the most - initially end up in a training programme that provides only basic vocational education.

6th Symposium for Personnel Management in the Public Sector
The focus of this symposium is on "Recruiting and Selecting Young Qualified Workers". Given the high average age of their employees, institutions in the public sector will be forced in coming years to recruit larger numbers of young workers. This will require them to compete with other bodies in the public sector and, more importantly, with private companies. Municipal governments, state governments and federal agencies will be developing new concepts and plans for how they can also meet their needs for young qualified workers in the future. Ideas and practical examples for recruiting young qualified workers will be presented during the symposium.

23rd German Vocational School Conference - Vocational Schools Open Up New Worlds
The Federal Association of Teachers at Vocational Schools (BLBS) is holding its 23rd German Vocational School Conference under the banner "Vocational Schools Open Up New Worlds" in Bamberg from 12 - 14 November 2009.
Chancellor Angela Merkel has agreed to be the patron of the conference. The 23rd Germany Vocational School Conference will feature the following high-profile activities:
 

  • The main event to be held in the Concert and Convention Hall at 11 a.m. on 13 November   
    •  With a speech by Dr Ludwig Spaenle, Minister of Education and Cultural Affairs of the Free State of Bavaria, 
    • The keynote speech by President Manfred Kremer of the Federal Institute for Vocational Education and Training and  
    • A panel discussion with prominent figures from the vocational education and training field,
  • An extensive exhibition of teaching aids and materials,  
  • Numerous working groups and   
  • An interesting supporting programme.

The BLBS' federal assembly with delegates from Germany's 16 states will also elect the association's Federal Executive Committee at the conference.

Methods and instruments for the evaluation and monitoring of VET systems
There is a high demand for methods and instruments that aid VET experts to analyse and evaluate systems, to recognise strengths and weaknesses as well as to identify possible areas for system development and to observe improvement.
The aim of the workshop is to take stock of such methods and instruments and to provide an opportunity for mutual exchange of experience and in-depth discussion.
