Recruitment of skilled workers in companies that do not provide in-company vocational training and measures to increase the number of companies providing such training

Felix Wenzelmann, Gudrun Schönfeld

Most companies in Germany do not provide in-company vocational training for youths. What are their reasons for this, how do these companies meet their skilled labour needs, and what can be done to increase the share of companies that provide in-company vocational training? These questions are the focus of BIBB's Company Survey on the Recruitment of Skilled Workers.

Manfred Kremer - President of the Federal Institute for Vocational Education and Training (BIBB), Bonn

Lifelong learning - wishful thinking and reality

Concepts for continuous learning have been evolving on national and international levels since the end of the 1960s. Good ideas and best practices abound; some can be found in this issue. So why has the lifelong dimension of learning still not become a matter of course?

Be more enterprising Top of the page

"Stimulate German development policy: Be more enterprising" was an Issue of the Week of the Association of German Chambers of Industry and Commerce (DIHK) in September. This issue also involved the area of vocational education and training.
Deficits in the vocational training system are often a major problem for foreign investment. These deficits could be alleviated by introducing the German 'dual' vocational training system (which combines part-time schooling with practical work experience).
For example, the Hamburg Chamber of Commerce has developed a vocational training programme with local partners in Madagascar where considerably more than 1,000 trainees have learned one of approximately 15 occupations offered through the programme.
German enterprises that invest in the provision of vocational training for local workers in foreign countries usually couple their involvement with the establishment of high environmental and social standards. For this reason, working under the banner of corporate social responsibility, German Chambers of Commerce Abroad have set up advisory centres for interested enterprises in Brazil, South Africa and a number of Asian countries. Thus German investments not only boost the respective company's competitiveness but also contribute to societal development in host countries.

DECVET conference
Organising vocational education and training to be more permeable with DECVET

The DECVET initiative aims to identify and test potential for using credit systems along the interfaces with Germany's 'dual' vocational training system (which combines part-time schooling with practical work experience). During the conference, VET players from the research community and day-to-day VET practice will examine in a joint dialogue the conditions for crediting learning outcomes.

New Publications Top of the page
There is a high demand for methods and instruments that assist VET experts in taking stock of the state of VET systems for recommending appropriate measures to policy makers in order to face current challenges. The existing methods and instruments can be applied for a systems' overview, in order to recognise strengths and weaknesses as well as to identify possible areas for system development and improvement. This paper gathers the contributions from a workshop has been conducted in December 2009 in Königswinter by BIBB, bringing together experts from international and national organisations that develop, apply or use such tools. During this workshop, an overview has been provided of existing approaches. Experience with their application as instruments for analysing and supporting policy and practice has been shared. Topics were discusses from three perspectives: System evaluation, Indicators & benchmarks, Peer review and peer learning.
