Modularisation and competence-orientation as key objectives of initial vocational education reform in Luxembourg

The Institute of Business Education at the University of St. Gallen is working with BIBB to provide support and expert backup to the reform project, which will be implemented in several phases since 2009 until 2013. Their input encompasses conceptual development work, the coaching of curricular working groups, and the preparation of teaching and training personnel. This article focuses on the two central concepts of this reform: modularisation and competence-orientation.

First-time pass rate

Every year, several hundred thousand young men and women in Germany sit the final examination for a state-recognised 'training occupation' (a recognised occupation which requires completion of formal vocational training) in order to prove their professional abilities and acquire formal vocational qualification. Now that the Vocational Training Statistics have been changed over to individual data, the number of candidates who passed their final examination on the first go can be identified with the help of a special indicator: the first-time pass rate.

A notable amount of dedicated work in recent months has been invested in the development of a German Qualifications Framework for Lifelong Learning (GQF). The working draft was approved on 22 March 2011 by the jointly-led Federal Government and Länder GQF Working Group, whose members represent the most important institutions of the German education system. The challenge now is to resolve the final points of contention so that the GQF can be mapped across to the European Qualifications Framework by the end of 2011.
Time to see the GQF across the finish line!

In order to do this, it wants to learn from Germany's 'dual' vocational training system (which combines part-time vocational schooling with practical work experience) and develop lines of action for itself.

The fourth meeting of the German-Indian Working Group on Vocational Education and Training was held in Munich from 10 - 13 October 2011. The Indian delegation was headed by the new state secretary in the Ministry of Labour and Employment (MoLE), Mr Mrutyunjay Sarangi, who was accompanied by other high-ranking representatives.

Franco-German cooperation in the development of qualifications standards in logistics

On 2 June, the website of the French Ministry of Higher Education and Research (Ministère de l'Enseignement supérieur et de la Recherche) published updated regulations on the qualification of BTS transport et prestations logistiques (Advanced technical diploma in transport and logistics services).
Within the French system, the BTS qualification is at the same level as short courses of higher education study (short cycles) and is aligned to level 5 of the European Qualifications Framework (EQF).
