Which companies find their desired candidates? Which companies are prepared to lower their sights with regard to applicant qualification? At which companies do training places remain unfilled?

In the light of the ever increasing scope being afforded to the impending shortage of skilled workers in public and educational policy debate, it appears to defy logic that around 17,000 training places remained unfilled in 2009 - a figure which needs to be measured against the 83,000 young people who failed in their search for a training place.

Time series-based studies come to the conclusion that supply-related factors which influence employment development and the labour market have been more important than demand-related developments in the years since the start of the new millennium. This article will examine whether and to what extent it is possible to demonstrate similar relations when the regional level is examined.

Every year, around 60,000 young people leave school without any qualifications. There is a further and growing number of young people who are not considered to be in possession of the necessary apprenticeship entry maturity and who are unable to access the labour market. In addition to this, training drop-outs are relatively prevalent whereas many companies in East Germany in particular are no longer able to fill their training places. The Federal Ministry of Education and Research (BMBF) is seeking to put an end to this trend and to support young people in the transition from school to work via its programme "Supporting vocational orientation in inter-company vocational training centres and comparable VET centres".

Improving vocational training for young people with an immigrant background # along with getting immigrant-owned companies more involved in providing 'dual' vocational training (which in Germany combines part-time vocational schooling with practical work experience) # is a task that not only Germany is facing.

The diversity of providers and provision in initial and advanced vocational education and training may be viewed as a mark of quality of the German VET system. Public and private providers ensure that a close knit network of initial and advanced VET opportunities which offer virtual nationwide coverage is in place. Many projects and initiatives bear witness to the creativity and innovative ability of regional stakeholders. This creativity and innovation will also be required in order to deal effectively with the demographic changes which are on the horizon.

The hunt for a training place: Prospects not as good for young men and women with an immigrant background

Decisions are made during the transition from secondary school to the vocational training system that lay the tracks which will determine the future course of a young person's occupation and life on a long-term basis. The type of training youths seek upon completing their general secondary schooling and the level of success they have in their efforts to find training depends to a very large degree on the individual's school-leaving qualification.

Cooperation with MOLISA and the National Institute of Vocational Education (NIB) in Vietnam
Although Germany and Vietnam do not face the same challenges, we in Germany also have to develop our vocational education and training system constantly in order to remain competitive. That was the core message of BIBB President Manfred Kremer in his keynote speech at the opening of the Symposium on Challenges within Vocational Education and Training in Vietnam and Germany on 1 December 2010 in Hanoi.
