Duration of traineeship

3 years

One-third of the training takes place in one of the following subject areas

  • federal administration
  • Land administration
  • local government
  • skilled trades organization and Chambers of Industry and Commerce
  • church administration in the member churches of the Protestant Church in Germany


The venues for training are company and part-time vocational school (Berufsschule)

Field of activity

Clerks in public administration work in various areas of responsibility in the administrations and enterprises of the federal government, the Länder and local governments, skilled trades organizations, Chambers of Industry and Commerce, and the church administration of the Protestant member churches. They are also employed in institutions organized under private law.

Their fields of activity include the application of law in various areas of work, finance, personnel management and organization. They are the addressees for organizations and citizens seeking advice, and take into consideration their special situation and interests.

I. Common occupational skills

Clerks in public administration

  • advise citizens and organizations and deal with administrative tasks in a service and customer-oriented manner as well as in accordance with a commercially efficient point of view,
  • cooperate with internal and external agencies,
  • have problem-solving and decision-making skills,
  • procure and manage material and durable goods in accordance with economic and ecological aspects,
  • plan and organize work processes in their areas of responsibility,
  • deal with files/case records using modern information and communications systems,
  • collect and process data and evaluate this data,
  • determine facts and apply legislative provisions in dealing with their tasks,
  • handle personnel matters and calculate remuneration,
  • collaborate in the drawing up and implementation of budgets and economic management plans and process payment operations,
  • look after tasks in internal accounting.

II. Occupational skills in the subject areas

4.1 Administrative specialists in the federal administration subject area

  • apply legislative provisions in areas of responsibility of the federal administration on a case-by-case basis,
  • determine extent of services and costs of administrative action,
  • work out administrative decisions and inform the persons involved,
  • examine formal permissibility in pre-judicial proceedings,
  • carry out administrative tasks in personnel acquisition, personnel use and personnel development.

4.2 Administrative specialists in the Land administration subject area

  • process applications for benefits and actuate the disbursement,
  • deal with operations on the imposition of fiscal charges and remuneration,
  • monitor compliance with requirements to be met by citizens, local authorities and institutions,
  • examine the lawful use of funds earmarked for a specific purpose,
  • issue administrative decisions and deal with objections,
  • prepare the enforcement of administrative decisions,

 

4.3 Administrative specialists in the local government subject area

  • prepare meetings of municipal decision-making bodies and participate in the realization of the resolutions,
  • make administrative decisions on the basis of federal, Land and municipal local law and carry them out,
  • take on administrative tasks in the area of municipal economic, structural and cultural development,
  • handle commercial tasks in municipal administration enterprises, owner-operated municipal enterprises and firms,
  • deal with operations on the imposition of fiscal charges and remuneration as well as on the collection of earnings under private law.
  • carry out administrative tasks for approval processes.

4.4 Administrative specialists in the skilled trades organization and Chambers of Industry and
      Commerce subject area

  • advise on the basis of regulations pertaining to trade-and-industry law,
  • examine applications for entry in and removal from the Commercial Register and prepare statements for the local court,
  • examine prerequisites for permission for the independent operation of a skilled trade or similar business and register,
  • prepare statements for government bodies,
  • prepare administration of the oath to and appointment of experts,
  • issue certificates for foreign economic transactions,
  • carry out administrative tasks in the area of training and continuing training including examinations.

4.5 Administrative specialist in church administration in the member churches of the Protestant Church in Germany subject area

  • apply state and church legislation on a case-by-case basis,
  • prepare meetings of church bodies and participate in the realization of resolutions,
  • take on administrative tasks in the area of church finance administration,
  • handle commercial tasks in institutions of various legal forms,
  • elaborate administrative decisions and inform the persons involved,
  • represent the mandate and function of the Protestant Churches within the framework of the administrative activity.
