Short description of the project:
Developing occupational, vocational training and examination standards and establishing them at national level are among BIBB's key areas of expertise. BIBB has assisted Turkey's labour ministry in the VET field with this undertaking since 1994, initially through a World Bank project. It flanks this task with measures to develop concepts and establish a national qualification agency and a national documentation centre and to conduct training measures for instructors and trainers. This work has led to the development of some 250 occupational standards up to three requirement levels along with corresponding procedures and structures for conducting practical and theoretical examinations and certifying workers on the basis of these standards. This went hand-in-hand with the establishment of the Turkish Institute for Vocational Standards. The textile employers' association opened the first Turkish vocational training centre for occupations in the textile industry in 2007 with significant assistance from BIBB. The new vocational training centre near Istanbul initially offered initial and continuing vocational training in the four occupations Spinning Mill Technician, Weaving Mill Technician, Processing Technician and Laboratory Technician and in the mechatronics field. The three-year training programmes are based on the model provided by Germany's 'dual' vocational training system which combines part-time vocational schooling with practical work experience. In 2008, a further vocational training centre was opened in Adana with BIBB assistance.
