Development of a methodology for a long term strategy on the Continuing Vocational Training Survey (CVTS) - CVTS3M

The first survey in enterprises on in-company continuing vocational training (CVTS1) was conducted in 1994 in what were then the twelve member states of the EU. In 2000/2001, the second survey (CVTS2) was conducted in 25 countries: the 15 states that were EU members, Norway, and 9 candidate countries.
In the course of implementation and evaluation of the CVTS2, several areas where the survey methodology required improvement or needed to be refined were identified. The need to extend the survey to include initial vocational education and training in enterprises is one example; the need to expand the sample to include smaller enterprises is another. The next survey (CVTS3) is scheduled for 2006. The "Development of a methodology for a long term strategy on the Continuing Vocational Training Survey (CVTS)" project is being conducted at the request of the European Commission and consists of the methodological preparation of the third European Continuing Vocational Training Survey, in close cooperation with Eurostat. As leader of the project consortium, the Federal Institute for Vocational Education and Training (BIBB) will be implementing the project with the support of four international partners:

The project's goal is to develop a comprehensive and viable strategy to be used for future surveys on in-company education and training, taking the CVTS2's approach as a basis.

The project's primary activities will involve the following:

  • Refining a coherent system of statistics and indicators associated with in-company education and training,

  • Refining the European CVTS2 questionnaire,

  • Improving the survey guidelines and the practical concepts and definitions used to conduct the survey,

  • Better inclusion of non-formal forms of in-company continuing vocational training,

  • Extending the survey to include initial vocational education and training provided within enterprises.
