CVTS 2 revisited - Country thematic analysis
Country specific thematic analysis of continuing vocational training on the basis of CVTS2 and modelling of CVT-structures (CVTS2 revisited)
The second European survey on continuing vocational training in enterprises - the Continuing Vocational Training Survey (CVTS 2) - was conducted in 25 European countries in the year 2000. More than 76,000 firms were asked about the continuing vocational training they offered their employees in 1999. Key indicators for company investment in human capital (share of firms offering continuing training, employee participation rates, continuing training intensity, company costs for continuing training) revealed substantial differences between individual countries. It has not been possible to explain these differences adequately to date. The differences observed at domestic level between different sectors and companies of different size have also not been analysed sufficiently to date.
This project is analysing the CVTS 2 findings in light of national macro-economic and socio-economic conditions, features of the respective education system (particularly the in-company and school-based vocational training system), education policy guidelines, legislation of relevance to continuing vocational training, corresponding labour agreements, and the specific conditions prevailing in the respective continuing training market. This analysis will establish the prerequisites for explaining the differences seen between countries in the area of in-company continuing vocational training. It will also identify points of departure for improving in-company continuing vocational training. Special attention will be directed here to workers' opportunities to participate in such training - with regard to both the amount (participation rates) and equality of access (gender mainstreaming).
