Competence-based Examinations in the Dual Vocational Training System - Baseline Assessment and Design Possibilities

The debate on competence-orientedness and output-orientedness in the education system is also being conducted to an increasing degree in the vocational training field. The particular question here is how training regulations and the examinations that fall under them can be designed to be competence-oriented. The aim of this project is to determine the extent to which examinations that are conducted as part of the 'dual' vocational training system (which combines part-time vocational schooling with practical work experience) are already competence-based. For this purpose, the project will develop a framework which describes the essential elements and criteria for gearing examinations to competences. This framework will provide the basis for analysing examination practice. The information obtained through the analysis will provide the starting point for drafting recommendations for the progressive development of competence-based examinations that are conducted as part of the dual vocational training system.
