Continuing vocational education and training - Causes for possible underinvestment and incentives for enterprises and employees
It is assumed that both enterprises and individuals do not invest enough in continuing vocational education and training (CVET) that can be put to use throughout the respective sector. This project will examine possible reasons for underinvestment to determine how significant they are in actual practice. This hypothesis-driven quantitative analysis will be conducted with the help of data acquired in surveys of individuals and enterprises that will be conducted as part of the project. The findings will be used to draw conclusions regarding the optimal elaboration of financing concepts aimed at strengthening incentives for companies' and individuals' investment in CVET. Exploratory analyses will also be conducted to assess experience gathered with financing models that have already been implemented. This will be done by evaluating relevant literature. Financing models that have only been proposed to date will be assessed with the help of interviews with experts. The project will then examine why certain models are more suited or less suited to reversing underinvestment and why their use in practice has been met with varying degrees of success.
