Brief description of the project
How can a national centre of competence modelled on BIBB and responsible for overall management of national vocational education and training activities be created? Which general conditions need to be considered? What should be the nature of the appropriate regulatory policy framework and of the institute's own organisational structure? How can vocational training be funded in a sustainable manner whilst involving all stakeholders within the process as far as possible?
These were the questions with which the Egyptian Industrial Training Council (ITC) approached BIBB. Joint work in conjunction with all further stakeholders has been going on since 2007 to draw up responses to these issues. The process began by preparing a series of basic studies and by conducting an analysis of the existing organisation. This then served as the foundations of the support BIBB provided to the ITC in respect of organisational development and establishment of capacities at both an institutional and human resources level. BIBB is acting as the twinning partner for ITC within this context.
BIBB is also advising the ITC on the establishment or enhancement of procedures for the development of occupational, training and examination standards, appropriate examination mechanisms, curricula and teaching and learning materials. Quality assurance and VET research are also major vocational training issues, the purpose of the latter being to ensure that initial and advanced vocational training in Egypt continues to be aligned towards the requirements of the labour market in future.
