Contribution that regional networks (RNs) make to reducing unemployment among young people - comparison of France and Germany

This research project examined the extent to which network structures can optimize the effectiveness of national support and assistance measures aimed at reducing youth unemployment and thus help lower youth unemployment. The objective of these networks is the same in both countries: Reduce youth unemployment through the provision of social (welfare) support, skilling and training measures, and also through direct placement activities first and foremost through government institutions, namely, the employment agencies in Germany and the 387 "missions locales" located throughout France. These networks also include organizations in the respective society. One important factor for the success of both models is their regional focus. The German solution offers the advantage that the networks embrace a broad spectrum of collaborative partners. However, the much larger number of personnel involved - which translates into correspondingly more intensive support and guidance - appears to speak in favour of the French model.
