BIBB-IAB qualifications and occupational field projections up until the year 2035 taking migration of refugees into account

The fourth wave of qualifications and occupational field projections pre-pared by the Federal Institute for Vocational Education and Training (BIBB) and the Institute for Employment Research (IAB) provide a summary of the German labour market's expected development up to 2035. New challenges are being presented, particularly against the background of the massive refugee migration in 2015. The direct effects of this initial rise in the population figures include higher levels of state spending and changes in the demand for housing and educational services. However, labour supply will only grow with some delay. If current educational and employment patterns continue and working times do not increase, medium-term population growth will not be sufficient to avoid long-term shortages in the area of skilled tasks.

Development of training allowances based on collective wage agreements in 2016 Top of the page

Training allowances based on collective wage agreements rose significantly once again in 2016. The average training allowance based on collective wage agreements for the whole of the Federal Republic of Germany in 2016 was €854 per month (+ 3.4 %).
These results have been compiled by the Federal Institute for Vocational Education and Training (BIBB) in its evaluation of training allowances based on collective wage agreements for the year 2016. Average remunerations were calculated for 181 occupations in West Germany and 151 occupations in East Germany. Average values for the whole of Germany were also calculated. The occupations included in the evaluation accounted for 89% of all training contracts. BIBB has been carrying out this evaluation of training allowances based on collective wage agreements, for which the cut-off date is 1 October, on an annual basis since 1976.

Healthcare and nursing professions are attractive. This is demonstrated by the high levels of transition to the relevant training occupations, especially by young women. It is also, however, revealed by the high proportion of trained persons who remain in their profession. Working conditions are, however, anything but attractive. Remuneration is generally moderate, and the work itself is associated with mental stress and characterised by irregular hours. Better payment, more recognition and an improved work-life balance are all at the top of the wish list for employees in the sector.

Increasing shortage of nursing and healthcare staff

Demand for nursing and healthcare services is expected to grow in the wake of demographic developments in Germany. Securing a supply of skilled workers in this area is associated with considerable challenges. The BIBB/IAB qualifications and occupational field projections show how supply and demand in these occupations may develop in the long term.

QuBe Data Portal enables projection data to be presented both graphically and in tabular form

The aim of the project, which has been jointly implemented with the Institute for Employment Research (IAB), is to provide a long-term overview of the anticipated development of labour supply and demand. The new QuBe Data Portal now provides a powerful tool enabling analyses to be prepared and displayed interactively by qualification and occupation on the BIBB website.
The QuBe Data Portal is a web based database application which allows projection data to be compiled and presented both graphically as infographics and in tabular form. Its purpose is to illustrate the results of the BIBB-IAB qualification and occupational field projections (QuBe) and show possible development pathways for labour supply and demand.

A joint effort by BIBB and Céreq to strengthen research at the European level

Study and visit: Europe invited to the BIBB

The German Reference Point for Quality Assurance in Vocational Training (DEQA-VET) has invited partners from ten other European reference points to a three-day study visit.
DEQA-VET is part of the European network EQAVET - European Quality Assurance in Vocational Education and Training. The network currently has 34 member states and campaigns for the application of common principles of quality assurance in vocational education and training.

Paraguay wishes to introduce dual vocational education and training based on the German model

Paraguay has become BIBB's fifth South American partner country. A project to implement "MoPaDual", a Paraguayan model of dual training, was officially launched on 8 December 2016 to coincide with the signing of the cooperation agreement. BIBB will provide consultancy services for two years.
