Routes into vocational education and training Top of the page

How will vocational education and training fulfil the objective of offering initial VET for everyone and of facilitating relevant career prospects? In the light of falling training figures, this issue investigates the question of which young people opt VET, what their motives are for doing so and how they find a route into training. At the same time, it also focuses on the types of support provision that makes it easier for young people to gain this access.

The training market figures for the end of 2018 were remarkable in that they contained numerous "peak values" compared to the period of the past ten years. Two of these are particularly worthy of attention. 574,200 company-based training places were available, the highest level of provision since 2009. However, 57,700 of these remained unfilled. This figure is three times higher than the corresponding rate ten years ago. A further finding has emerged. The endeavours undertaken by trade and industry to attract young people to vocational education and training achieved particular success amongst young men. By way of contrast, development in the case of young women moved in entirely the opposite direction.

Upper secondary certificate, and then what?

In light of the rising numbers of students, this article investigates the question of which pupils are planning to commence a programme of VET despite being in possession of a higher education entrance qualification. Data from the German National Educational Panel Study (NEPS) is used to identify factors which encourage pupils in their twelfth school year to adopt such a plan. The findings show that influences from within the social environment, the vocational orientation process and evaluations of costs, benefits and opportunities undertaken by the young people are all of relevance. These results finally serve as a basis for the derivation of proposals for vocational orientation.

The objective of the project "MoPaDual - Modelo paraguayo de Formación Dual" is to establish dual vocational education and training in Paraguay. At the request of the country's government, BIBB is advising the Paraguayan Ministry of Labour on the establishment of institutional foundations and on the development of VET standards. This article describes the initial results to emerge from the cooperation, taking the development of occupational profiles and curricula as an example.

Vocational education and training cooperation with Iran

BIBB will advise Iran on planned VET reforms. The relevant ministries signed a Memorandum of Understanding on future German-Iranian vocational education and training cooperation. In February 2019, the Iran Technical & Vocational Training Organization (TVTO) and BIBB held a joint workshop. Professor Friedrich Hubert Esser travelled to Teheran at the invitation of the TVTO. He was accompanied by representatives from the Federal Ministry of Education and Research (BMBF) and by an expert delegation from BIBB's international department.

Paraguay promotes dual VET

During her two-day study visit to the BIBB on 3 and 4 January 2019, the Minister of Labour, Employment and Social Security of the Republic of Paraguay, Carla Bacigalupo Planás, gathered information about the dual system of vocational education and training in Germany.

Upper secondary certificate, and then what? (13/02/2019)
In light of the rising numbers of higher education students, the BIBB has conducted a study into which pupils are more likely to commence a programme of vocational education and training despite being having a higher education entrance qualification.
Still room for improvement (30/01/2019)
An investigation conducted by the BIBB shows that recognition of applications submitted from abroad is already working well. The stakeholders involved, however, believe that there is still room for improvement.
Higher increases again (09/01/2019)
In 2018, training allowances based on collective wage agreements increased across Germany by an average of 3.7%. The increase was thus stronger than in 2017 (2.6%). Throughout Germany, the average training allowance was €908 gross per month. This is shown by a BIBB analysis.
