Having well-qualified education and training personnel makes a significant contribution to high-quality vocational education and training. However, the responsibilities and requirements of teachers involved in initial and continuing education and training are changing in light of the transforming landscape of education and training. Meeting the challenges associated with this requires measures and initiatives beyond the minimum statutory standards and conventional advanced training in order to support vocational education training personnel on this path.

All those starting out these days on their vocational education and training might be reminded of this Chinese proverb. The 2015 Report on Vocational Education and Training shows that for more than half a million young people in Germany, the dual vocational education and training system provides both an entry into skilled employment and the first steps to the independence and self reliance associated with this. How does this journey develop and which milestones mark out the path into the working world of tomorrow?

Continuing vocational teacher training for company-based tutors - A German-Portuguese pilot project

At the end of 2012, Germany and Portugal concluded a vocational education and training cooperation agreement with the aim of supporting the reform endeavours in the latter country. One of the main focuses of cooperation thus far has been the training of company-based VET staff, who play an essential role in supporting and implementing the reforms. The present article reports on a bilateral project, in which a vocational teaching training measure for company-based tutors was developed and piloted.

Institutionalisation of company-based continuing vocational training and professionalism of continuing vocational training staff

Although continuing training staff are of central significance in terms of assuring the quality of training processes within a company, very few empirical findings regarding those involved in delivering company-based continuing vocational training have thus far been available. The present article takes data from the German additional survey to accompany the fourth European Continuing Vocational Training Survey (CVTS4) as a basis for investigating the extent of institutionalisation of company-based continuing vocational training in companies offering such training and how professionally continuing training staff are deployed.

Internationalisation as a challenge for vocational education and training in Germany

It has been a long time since it was possible to discuss and respond to issues relating to the future of vocational education and training solely within national contexts. The German VET system has been embedded into cross-border developments since as early as the 1980's, when European educational programmes were established. Nevertheless, international vocational education and training topics have gained considerably in significance over recent years. The present article outlines three areas of activity in which the challenges of internationalisation are discernible.

Bilateral cooperation with Portugal is extended

Germany and Portugal agree on intensifying their efforts in the area of vocational education and training in order to offer young Portuguese people better education and training opportunities. At the Conference on vocational education and training of the Lisbon Foreign Chamber of Commerce Professor Reinhold Weiss, Deputy President and Head of Research of the Federal Institute for Vocational Education and Training (BIBB), made in his speech the case for the involvement of all relevant stakeholders in vocational education and training being an essential element of effective vocational education and training.

"Qualifications frameworks facilitate mobility" - Professor Weiß speaks at a conference in Brussels

The EQF and DQR qualifications frameworks ensure transparency, permeability and mobility," stressed BIBB Deputy President and Director of Research Professor Reinhold Weiß. Professor Weiß was giving the keynote speech at "Towards a European Area of Skills and Qualifications - What's next?", a special event staged at the Permanent Representation of the Federal Republic of Germany to the European Union in Brussels. Following the presentation to representatives of EU member states, European institutions and social partners, a debate between international experts provided an opportunity to network in detail on the status and prospects of transparency and recognition of qualifications.

New Alliance in German-Mexican Vocational Education and Training Cooperation

Germany and Mexico have signed a "Joint Declaration of Intent" on cooperation in vocational education and training. Both sides agreed on the intensification and further development of their work together. In future, the German stakeholders will be offering their advisory services "from a single source". On the German side, Federal Institute for Vocational Education and Training (BIBB) and the German Office for International Cooperation in Vocational Education and Training (GOVET) are joining forces with the German Agency for International Cooperation (GIZ) to provide consultancy services in Mexico within the field of vocational education and training.

Go-ahead for a new phase in German-Indian cooperation for vocational education and training with iMOVE: The Indian government places its trust in practice-oriented "Training - Made in Germany" for the qualification of teaching staff.

Cost-benefits surveys for dualised training programmes are being conducted in order to persuade companies in the Philippines of the cost-effectiveness of their commitment to vocational education and training. BIBB is advising its Philippine partners on implementation.
