Presentation of the German vocational education and training system for international users

© Collage: BIBB / Gorodenkoff - fotolia.com
|
International users of the BIBB website can now obtain much more comprehensive information on the German VET system in English. To achieve this, a completely new thematic area "The German VET system" has been added, providing an overview of the German VET system. In addition to a detailed description of the dual system, this section also includes information on vocational orientation, school-based initial training, dual study programmes, higher education study programmes and continuing education.
As an additional service to ensure that foreign users understand the German VET system, a "VET Glossary" was introduced. The glossary explains specific terms from the field of vocational education and training. The complete glossary can be accessed via the main navigation item "Our Service". The explanations can furthermore be linked to text passages throughout the website and accessed via a pop-up window.

Stakeholders from academic research, policy making and practice all have an equal role to play in the shaping of vocational education and training. Yet how can dialogue produce sustainable concepts and solutions given the differing logical approaches and interests involved? And which fields of conflict need to be overcome or used as areas of potential?

Editorial: Dialogue-based structures - a prerequisite for research that is aligned to policy making and practice
Hubert Ertl, Prof. Dr., Director of Research and Vice President of BIBB
In its Strategy 2025, BIBB has reconfirmed a commitment to the dictum that "communication between policy making, academic research and practice" should form an essential point of guidance for the multi-layered work conducted by the institute. This means that, in our role as a facilitator, we will offer a forum in which networking between these three areas can take place. The requirements and rationales of the various stakeholders will also continue to inform our own work. This becomes tangible in the BIBB committees, which provide a home for exactly this kind of networking between research, policy and practice.

Dual vocational education and training topic radar - impetuses for specialist dialogue
Margit Ebbinghaus
Dual VET is a field in which responses to the challenges created by technological, economic and societal developments need to be identified on an ongoing basis. Dialogue between the areas of VET policy, research and practice forms an important foundation for this process. The aim of the dual VET topic radar is to support this dialogue by mapping the perspectives towards VET adopted by various stakeholders and making these accessible for the specialist debate. This article describes the development of this instrument, sets out sample results from the most recent survey wave and concludes by outlining prospects for the advancement of the topic radar.

Tertiary education of the future - a comparison between Germany and Switzerland
Ute Hippach-Schneider
Both the German Wissenschaftsrat [Council of Science and Humanities] and the Swiss Science Council have formulated recommendations on the future shaping of the relationship between vocational and academic or tertiary education. Dialogue between science, policy and practice for the implementation of a policy principle
Christian Melzig, Barbara Hemkes, Verónica Fernándaz-Caruncho
Experiences from pilot projects conducted in the key development area of "Vocational education and training for sustainable development 2015-2019"
How can an (educational) policy principle be integrated into company-based training via collaboration between science, practice and policy making? And how can interaction between the various stakeholders be shaped? On the basis of experiences gained from pilot projects conducted in the key development area of "Vocational education and training for sustainable development 2015-2019", constellations of stakeholders and cooperation are traced along the route from the idea of educational innovation all the way to transfer into VET practice.

Population growth with low unemployment (20/11/2018)
An increase in the population, hostorically low unemployment and shortages of skilled workers in specific occupations - especially in health care occupations - will characterise the labour market in Germany in 2035. This is shown by current projections by BIBB and IAB.

Stakeholders' roles in VET in times of digitalisation - a German-Swiss comparison
Digitalisation is affecting vocational education and training in a multitude of ways and at various levels. VET stakeholders each develop their own proposals and recommendations as to how to react to the challenges of digitalisation. These are determined by their respective roles and vested interests.
Within the scope of the German-Swiss comparison, the object of investigation is to discover whether different developments may be observed in these two dual-based VET systems in respect of the role and interaction of stakeholders as well as the impact on governance structures.
