COVID-19 in the context of international TVET cooperation
At regular briefings GOVET documents the effects of the coronavirus pandemic on technical vocational education and training (TVET) and the labour market in 18 selected countries. The overview also pinpoints international correlations and global challenges. The aim and objective is to use these findings and work together to develop formats, instruments and offers for international TVET cooperation on crisis management.
The effects of the COVID-19 pandemic are making themselves felt worldwide. The consequence in numerous countries has been, and still is, various forms of lockdowns and shutdowns. The impact on society can clearly be felt. Serious direct and collateral damage can be seen in the economy, on the labour market and in the area of training. GOVET has composed briefings summing up the possible courses of action for German and international TVET and TVET cooperation. These are based on a survey in the bilateral cooperation countries of the Federal Ministry of Education and Research (BMBF). The current situation in a total of 18 countries (Greece, Italy, Portugal, Slovakia, Spain, China, Costa Rica, Georgia, Ghana, India, Iran, Israel, Kazakhstan, Mexico, Russia, South Africa, USA, Thailand) is reported on at regular intervals. Important sources of information here include partner ministries and subordinate organisations, German diplomatic missions and German Chambers of Commerce Abroad, and also institutes and foundations in the partner countries of BMBF.
A glance at the different countries: national and global challenges for training
Alongside the compact briefings, extensive reports from the individual countries describe the national situation in the context of the coronavirus pandemic (in German language). They present the methods and options chosen by each individual country in meeting their individual challenges. At the same time, however, global interdependencies and similarities are also becoming apparent in the crisis. The reports particularly highlight the effects on practical training. Here, the need to develop feasible new strategies, channels and approaches under heterogeneous conditions with regard to infrastructure present a monumental task. For the future, this gives rise to medium- and longterm (cooperation) tasks for international TVET cooperation. The GOVET country survey supports the development of formats, instruments and offers by identifying and combining important dialogue topics and needs.
