Have your say: online surveys on the future development of Europass Certificate Supplements

The European Commission and the Member States would like to learn more about how Europass Certificate Supplements are currently used and how they could be improved. Two online surveys have therefore been launched for stakeholders, learners and employees.The surveys are open until 29 May 2026.

The Europass Certificate Supplement accompanies vocational education and training certificates. It provides concise information on the aim, level, content and learning outcomes of a qualification. This helps make qualifications easier to understand and compare across Europe, supporting transparency, mobility and employability.

The surveys aim to gather feedback on how Europass Certificate Supplements have been used so far, including any challenges in issuing or using them. They also seek views on their future development, for example regarding digitalisation, structure and new possible uses.

Two surveys for different target groups

Two separate surveys are available:

Survey for learners and employees

This survey is for individuals. It asks about personal experiences with the Europass Certificate Supplement and possible improvements. It consists of seven questions and takes less than 10 minutes to complete.

Survey for stakeholders

This survey is for employers, policy-makers, education and training providers and other interested organisations. It focuses on the use, issuing and future development of the Europass Certificate Supplement. It consists of nine questions and takes less than 20 minutes to complete.

The surveys are available in 19 languages. The language can be changed using the “Language” button at the top right of the questionnaire.

Certificate Supplements in Germany

Europass Certificate Supplements for all dual training occupations and advanced vocational training occupations are available via the BIBB Occupation Search. They are provided there as part of the information on training and advanced vocational training occupations.

Certificate Supplements for education programmes regulated by the Länder can be found on the website of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder in the Federal Republic of Germany (KMK).

Background

The Europass Certificate Supplement was developed more than 20 years ago. It presents the main features of vocational qualifications in a concise format and includes a brief description of the expected learning outcomes.

Current challenges include updating the supplements, ensuring the quality of learning outcome descriptions and making the supplements available in open digital formats.

The surveys are part of the work of a joint project group of the European Qualifications Framework and the Europass advisory groups. The aim is to develop possible approaches for revising the Europass Certificate Supplement.
