Cooperation between BIBB and ILO/Cinterfor
ILO/Cinterfor – the Inter-American Centre for Knowledge Development of the International Labour Organisation – was founded in 1963 and today coordinates a network of over 66 institutions in 28 countries. These include ministries of labour and education, as well as social partners from Latin America, the Caribbean, Spain, Portugal and Cape Verde. The network reaches more than 20 million people and strengthens vocational education and training at all levels – from basic qualifications to higher technical education and training.
ILO/Cinterfor’s strategic framework encompasses key objectives:
- Developing vocational skills to enhance employability and competitiveness
- Promoting South–South and trilateral cooperation
- Strengthening tripartism and social dialogue
- Combating poverty and social exclusion; promoting work-based training and the use of digital technologies for training and productivity
Through support projects, applied research, prospective studies and the systematic dissemination of best practices, ILO/Cinterfor acts as an innovation incubator for TVET and international cooperation – with the aim of creating more and better opportunities for people in the region.
Since 2021, BIBB and ILO/Cinterfor have been working together within the framework of the co-ordination group of the Alliance for Dual Vocational Training in Latin America and the Caribbean. Together with BIBB’s Mexican partner institute, CONALEP, and 15 TVET institutions, they founded the Alliance, in which BIBB acts as the reference institution and ILO/Cinterfor holds the role of the Technical Secretariat. Together with the rotating annual presidency, both organisations form the Alliance’s strategic steering committee.
In 2023, ILO/Cinterfor and BIBB signed a three-year cooperation agreement defining four joint priorities:
- Strengthening regional networking and establishing regional TVET networks
- Joint public relations work
- Participation in vocational training projects
- Promoting institutional exchange of expertise on key topics in vocational training
The Spanish name of the institution is, in fact, OIT/Cinterfor, derived from Centro Interamericano para el Desarrollo del Conocimiento en la Formación Profesional de la Organización Internacional del Trabajo (OIT).
