Professional Background

Kenneth Biddington is a university lecturer, international TVET specialist, and curriculum developer with over 20 years of experience in adult education, competency-based training, and international project management. He currently teaches part-time in the graduate programs at Crandall University (Moncton, Canada), delivering courses in Strategic Management, Managing Organizational Behaviour, and Managing Organizations Across Borders and Cultures. He is also the founder of Didaskom Consulting (2009–present), providing human resources, governance, and curriculum development services to non-profit and non-governmental organizations across Canada's Maritime Provinces. As President and TVET Specialist at ADÜED International (2019–present), he has directed the full educational programme of a vocational school in Haiti, leading the implementation of the Dual-TVET and Competency-Based Education (CBE) models in commercial construction trades. He previously taught business and HR subjects at the Collège communautaire du Nouveau-Brunswick (CCNB) for over a decade and served as a Consultant in Adult Education for the Organisation internationale de la Francophonie (OIF). He holds a Bachelor's in Adult Education and Management from Université de Moncton and a Graduate Diploma in Management of International Development and Humanitarian Action from Université Laval, where he is currently completing a Master's in the same field. He is bilingual in French and English, with working knowledge of Spanish and Haitian Creole.

Please describe the research interest that is linked to the stay at the BIBB

This stay at BIBB is linked to an applied research internship (GIE-6028, Université Laval) embedded within the GOVET/BIBB bilateral Dual VET cooperation programme in Costa Rica (San José, March June 2026). The research addresses one of the most critical challenges in Costa Rica's dual VET transition: building durable, coordinated commitment among the multiple stakeholders involved in implementation — including MEP, INA, employer communities, and civil society actors. Drawing on BIBB's expertise in German dual VET and GOVET's active cooperation programme in Costa Rica, the study will map stakeholder governance structures, identify barriers to institutional buy-in, and co develop a strategic management framework for sustained multi-stakeholder engagement. The findings aim to support GOVET's bilateral programme and contribute practical recommendations for the expansion and quality assurance of dual VET in Latin America.
