Advisory project in Rwanda
With its Vision 2050, the Rwandan government aims to take a leading role in the development and application of innovative technologies in the biotechnology and pharmaceutical sectors in the region and to establish these sectors as key industries.
Rwanda and the region are to become self-sufficient in the supply of medicines and vaccines, and Rwanda is to become a regional hub for the local production of medicines and biopharmaceutical products, as well as for medical innovation.
There is currently a shortage of skilled workers in initial and continuing vocational training in these sectors.
Alliance for Dual VET – Joint Consultancy Germany, Austria, Switzerland
BIBB and its partner institutions, the Swiss Federal Institute for Vocational Education and Training (SFUVET, Switzerland) and the Institute for Business Education Research (ibw, Austria), will jointly advise the Rwandan government on behalf of GIZ as the Alliance for Dual VET.
The GIZ project “Support to establishing the Rwandan pharma and biotechnology sector” is co-financed by the European Union (EU) as part of the Team Europe Initiative on “Manufacture and access to vaccines, medicines and health technologies (TEI MAV+) in Africa”.
Advisory mandate (January 2026 to the end of October 2027)
- Development and implementation of two vocational training programmes for the pharmaceutical and biotechnology sector, modelled on the standards of dual VET in Germany, Switzerland and Austria and leading to internationally recognised qualifications,
- Implementation of training measures for educational staff,
- Establishment of a steering committee for VET in the pharmaceutical and biotechnology sectors; and
- Development of a quality seal for vocational training programmes for these sectors.
